A device for controlling an internal combustion engine, with a turbo-charger, which carries out a lean combustion of a desired lean air-fuel ratio, characterized in that an up-shifting of an automatic transmission is prohibited when an opening degree of the throttle valve is equal to or larger than a predetermined opening degree and a boost pressure of said turbo-charger is equal to or lower than a predetermined pressure.
