1. A method, in a communications network having multiple cells with corresponding base stations, comprising:
- determining one or more characteristics associated with a mobile device configured to communicate with the base stations via a wireless communications protocol while the mobile device is communicating with a first base station, wherein at least one of the one or more characteristics is communicated to the first base station via a field of a packet conforming to the wireless communications protocol; and
utilizing the one or more characteristics to determine a second base station to be the target of a handoff procedure.
