Abstract

An apparatus and method for performing cell selection to a Home cell or a Private network in a mobile communication system are provided, in which a User Equipment (UE) determines a candidate cell by measuring a serving cell and neighbor cells, receives an indicator indicating a Home cell or a Private network in system information from the candidate cell, determines whether the candidate cell is included in a Home cell or Private network list set in the UE, and selects the candidate cell if the candidate cell is included in the Home cell or Private network list.

Claims

1. A method for performing cell selection to a Home cell or a Private network in a User Equipment (UE) in a mobile communication system, comprising:

determining a candidate cell by measuring a serving cell and neighbor cells;

receiving an indicator indicating a Home cell or a Private network in system information from the candidate cell;

determining whether the candidate cell is included in a Home cell or Private network list set in the UE; and

selecting the candidate cell for the cell selection, if the candidate cell is included in the Home cell or Private network list.

2. The method of claim 1, wherein receiving the indicator further comprises receiving an indicator indicating a Home cell or a Private network that is not a public cell and is accessible only to at least one predetermined UE or UE group.

The method of claim 1, wherein the Home cell or Private network list is pre-stored in a Universal Subscriber Identity Module (USIM) of the UE by hard coding and the determination as to inclusion of the candidate cell in the Home cell or Private network list further comprises determining whether the candidate cell is included in the pre-stored Home cell or Private network list.

The method of claim 1, wherein the Home cell or Private network list is signaled from a higher network during a Tracking Area Update (TAU) and the determination as to inclusion of the candidate cell in the Home cell or Private network list further comprises determining whether the candidate cell is included in the signaled Home cell or Private network list.

5. The method of claim 1, wherein the determination as to inclusion of the candidate cell in the Home cell or Private network list further comprises determining whether a cell IDentification (ID) of the candidate cell is included in the Home cell or Private network list.

The method of claim 1, wherein the determination as to inclusion of the candidate cell in the Home cell or Private network list further comprises determining whether a cell IDentification (ID) of the candidate cell and a Public Land Mobile Network (PLMN) ID is included in the Home cell or Private network list.

The method of claim 1, wherein the determination as to inclusion of the candidate cell in the Home cell or Private network list further comprises determining whether ID information of the candidate cell is included in the Home cell or Private network list, the cell IDentification (ID) information being used for estimating mobility of the UE.

8. The method of claim 1, wherein the cell selection further comprises deleting the candidate cell from a measurement context and setting the candidate cell as unselectable, if the candidate cell is not included in the Home cell or Private network list.

9. An apparatus of a User Equipment (UE) for performing cell selection to a Home cell or a Private network in a mobile communication system, comprising:

a measurer for determining a candidate cell by measuring a serving cell and neighbor cells;

an indicator analyzer for receiving an indicator indicating a Home cell or a Private network in system information from the candidate cell;

an accessibility decider for determining whether the candidate cell is included in a Home cell or Private network list set in the UE; and

a cell re-selection decider for selecting the candidate cell for the cell selection, if the candidate cell is included in the Home cell or Private network list.

The apparatus of claim 9, wherein the indicator analyzer receives an indicator indicating a Home cell or a Private network that is a not a public cell, and is accessible only to at least one predetermined UE or UE group, and determines that the candidate cell is a Home cell or a Private network.

11. The apparatus of claim 9, wherein the Home cell or Private network list is pre-stored in a Universal Subscriber Identity Module (USIM) of the UE by hard coding and the accessibility decider determines whether the candidate cell is included in the pre-stored Home cell or Private network list.

12. The apparatus of claim 9, wherein the Home cell or Private network list is signaled from a higher network during a Tracking Area Update (TAU) and the accessibility decider determines whether the candidate cell is included in the signaled Home cell or Private network.

13. The apparatus of claim 9, wherein the accessibility decider determines whether at least one of a cell IDentification (ID) of the candidate cell, a pair of the cell ID and a Public Land Mobile Network (PLMN) ID of the candidate cell, and ID information of the candidate cell used for estimation of mobility of the UE is included in the Home cell or Private network list.

14. A method for servicing a Home cell or a Private network in a Node B in a mobile communication system, comprising:

setting an indicator indicating whether a cell managed by the Node B services a Home cell or a Private network; and

broadcasting the indicator in system information to at least one User Equipment (UE) within the cell.

15. An apparatus of a Node B for servicing a Home cell or a Private network in a mobile communication system, comprising:

an indicator setter for setting an indicator indicating whether a cell managed by the Node B services a Home cell or a Private network; and

a transceiver for broadcasting the indicator in system information to at least one User Equipment (UE) within the cell.

16. A method for performing cell selection to a Home cell or a Private network in a User Equipment (UE) in a mobile communication system, comprising:

receiving a neighbor cell list including at least one neighbor cell with an offset in system information from a serving cell, the offset indicating a Home cell or a Private network;

extracting the neighbor cell with the offset and determining whether the extracted neighbor cell is included in the Home cell or Private network list;

adding the offset to a measurement of the extracted neighbor cell and selecting the extracted neighbor cell as a candidate cell, if the extracted neighbor cell is included in the Home cell or Private network list; and

receiving system information from the candidate cell and selecting the candidate cell.

17. The method of claim 16, wherein the neighbor cell list includes information about the at least one neighbor, which is not a public cell, with the offset indicating a Home cell or a Private network accessible only to at least one UE or a UE group, and information about other neighbor cells.

18. The method of claim 17, further comprising deleting the extracted neighbor cell from a measurement context and setting the extracted neighbor cell as unselectable, if the extracted neighbor cell is not included in the Home cell or Private network list.

19. An apparatus of a User Equipment (UE) for performing cell selection to a Home cell or a Private network in a mobile communication system, comprising:

a neighbor cell list for receiving a neighbor cell list including at least one neighbor cell with an offset in system information from a serving cell, the offset indicating a Home cell or a Private network;

an extractor for extracting the neighbor cell with the offset;

an accessibility decider for determining whether the extracted neighbor cell is included in a Home cell or Private network list; and

a cell re-selection decider for, if the extracted neighbor cell is included in the Home cell or Private network list, adding the offset to a measurement of the extracted neighbor cell, selecting the extracted neighbor cell as a candidate cell, receiving system information from the candidate cell, and selecting the candidate cell.

20. The apparatus of claim 19, further comprising a context manager for deleting the extracted neighbor cell from a measurement context, if the extracted neighbor cell is not included in the Home cell or Private network list.

21. A method for servicing a Home cell or a Private network in a Node B in a mobile communication system, comprising:

allocating an offset to a cell that services a Home cell or a Private network;

generating a neighbor cell list including information about the Home cell or the Private network with the offset and information about neighbor cells; and

broadcasting the neighbor cell list in system information to at least one User Equipment (UE) within the cell.

22. An apparatus of a Node B for servicing a Home cell or a Private network in a mobile communication system, comprising:

a Home cell checker for determining whether at least one of neighbor cells services a Home cell or a Private network;

a neighbor cell list setter for generating a neighbor cell list including information about a Home cell or the Private network with an offset and information about the neighbor cells; and

a transceiver for broadcasting the neighbor cell list in system information to at least one User Equipment (UE).
