1. A method for making mono-dispersed metal titanate, the method comprising the steps of:
- (a) mixing titanate ester, metal salt, and rare earth metal salt in a molar ratio of 1;

x in a reaction medium comprised of ethanol and water to form a solution, wherein x is in the range from 0 to 0.1;
(b) heating the solution, under an alkaline condition to form a white sediment;
(c) filtering out liquid part of the solution to obtain the white sediment,(d) washing the white sediment, and(e) drying the white sediment to obtain mono-dispersed metal titanate.
