More particularly, there is provided a panel for controlling viewing angle including a first substrate; a second substrate facing the first substrate; liquid crystal layer provided between the first and the second substrate; a first electrode disposed on the first substrate; a second electrode disposed on a first side of the second substrate facing the first electrode; and a light blocking film disposed on a second side of the second electrode and a liquid crystal display having the same.
