16. An apparatus, located in a vehicle, for traffic reporting comprising:

a communications module configured to receive a polygon database wherein the polygon database comprises a reporting parameter describing a polygon; a processor, coupled to the communications module, configured to generate a searchable database from the polygon database; a memory, coupled to the processor, configured to store the searchable database; a global positioning system (GPS), coupled to the processor, configured to determine the vehicle location; a vehicle interface, coupled to the processor, configured to receive data indicative of vehicle performance; and wherein the processor performs the steps of, determining, based on the vehicle location determined by the GPS, if the vehicle is located within the polygon, determining, based on data received from the vehicle interface, when the vehicle has exceeded the reporting parameter, generating an exception, and transmitting the exception to a central traffic assimilating center. - View Dependent Claims (17, 18, 19, 20)
