1. A mobile telecommunication base station, comprising:
- a communication interface configured to connect to an access network other than a mobile telecommunication network with which the base station is associated; and
a processor coupled to the communication interface and configured to;
establish a connection, at least in part via the access network, to an element associated with the mobile telecommunication network;
receive via the access network an initialization data; and
use the initialization data to configure the base station to provide access to mobile telecommunication services at least in part using a resource determined based at least in part on the initialization data.

bulk configuring a base station configuration data store that includes one or more sets each including one or more mobile telecommunication resources available to be assigned to requesting mobile telecommunication base stations; receiving from a mobile telecommunication base station an identifier associated with the mobile telecommunication base station; and associating with the mobile telecommunication base station a resource determined, based at least in part on the bulk configured base station configuration data store and the identifier, to be available and suitable for use by the mobile telecommunication base station.

a communication interface configured to communicate with the mobile telecommunication base station via an access network other than a mobile telecommunication network with which the base station is associated; and a processor configured to; receive from the base station via the communication interface a mobile telecommunication base station an identifier associated with the base station; and associate with the base station a resource determined, based at least in part on a bulk configured base station configuration data store and the identifier, to be available and suitable for use by the mobile telecommunication base station; wherein the bulk configured base station configuration data store includes one or more sets each including one or more mobile telecommunication resources available to be assigned to requesting mobile telecommunication base stations.
