19. A presence system for supporting Quality of Service (QoS) control, the system comprising:

a Session Initiation Protocol (SIP) application or application entity for providing a service program to be used by users; a Siplet container entity for providing services for said SIP application or presence application entity, wherein said Siplet container entity is implemented for (i) receiving SIP messages;
(ii) classifying said SIP messages based on a QoS policy to produce classified SIP messages; and
(iii) delivering said classified SIP messages after a predetermined time corresponding to said QoS policy; anda SIP stack entity for implementing SIP protocols in order to provide services for said Siplet container entity.
