Abstract

A Means and Methods for providing a PSAP with means for tracking the real time location of a wireless telephone that connects to an Internet server upon detection of predefined events or reception of a command from a person to do so and transmits location information and event data to said server for viewing by authorized users. The server also displays a telephone number for a PSAP having jurisdiction over the location of the wireless telephone. Said PSAP telephone numbers being stored in a server data base and providing a means whereby a person logged-onto the server can call this PSAP telephone number, explain the reason for the call, provide the call taker with log-on information allowing access to the server and the data transmitted from the wireless telephone so that he can access mapped location information showing the location of the wireless telephone and then take appropriate action. Methods for delivering vehicle Automatic Crash Notifications to a PSAP, for establishing VoIP communications with crash victims and for providing crash data and video information to emergency responders showing the injury level of crash victims is disclosed as well as a video security system with multiparty command dialed PSAP notification voice calls and audio, video and location data transmission to the server. Satellite security telephones, offender monitoring devices, child safety telephones and medical alert notification embodiments of the invention are also disclosed.

Claims

1. ) A means and method for tracking the location of a wireless telephone comprising:

a) reception by a wireless telephone of a transmission from a person. Said transmission commanding said wireless telephone to establish two call connections, A packet-switched data connection with a network server and a voice call connection with said person, and

b) the wireless telephone establishing a connection with, and transmitting data to, said network server;

said data including, but not limited to, the location of the wireless telephone, and

c) the wireless telephone establishing a voice call connection with the telephone of the person, and

d) the person sending a command via said voice call connection instructing the wireless telephone to call a PSAP and establish a multiparty conference call connection;

said multiparty call connection including the person, the wireless telephone and the PSAP, and

e) the PSAP being provided, during the multiparty call connection, with log-on information allowing access to data transmitted from the wireless telephone to the server, said data including, but not limited to, the location of the wireless telephone.

2. ) claim 1 wherein the transmission from the person is an incoming voice call that is auto-answered by the wireless telephone

3. ) claim 1 wherein the transmission from the person is an incoming voice call that is not auto-answered but causes the wireless telephone to place a return call back to the telephone of the person

4. ) claim 1 wherein the transmission from the person is an SMS message commanding the wireless telephone to call said person.

5. ) claim 1 wherein the transmission from the person is an e-mail commanding the wireless telephone to call said person and to also establish a data connection with a network server.

6. ) claim 1 wherein the command from the person ordering establishment of the multiparty call is a DTMF command sent to the wireless telephone via the established call connection between the wireless telephone and person, said ordered multiparty call connection including the person, the PSAP and the wireless telephone.

7. ) claim 1 wherein the command transmitted to the wireless telephone ordering establishment of the multiparty call connection is a voice input by the person in response to a request by the wireless telephone for said input.

8. ) claim 1 wherein the PSAP number called to establish the multiparty call is a universal emergency number such as 911 in the U.S., and 112 in Europe.

9. ) claim 1 wherein the PSAP telephone number called to establish the multiparty call is a 10-digit administrate PSAP telephone number determine by a server database of 10-digit PSAP administrative telephone numbers linked to areas of jurisdiction for said PSAP and downloaded from the network server to the wireless telephone subsequent to reception of location data from the wireless telephone.

10. ) claim 1 wherein the log-on information allowing access to the network server, and to the data transmitted from the wireless telephone, is provided by the person to the PSAP verbally during the multiparty call connection.

11. ) claim 1 wherein the network server log-on information provided to the PSAP is a recorded voice message that is automatically transmitted to the PSAP by the wireless telephone.

12. ) claim 1 wherein the network server log-on information provided to the PSAP during the multiparty call connection is a processor generated voice message that is automatically transmitted to the PSAP by the wireless telephone.

13. ) claim 1 wherein the server log-on information is provided to the PSAP by the wireless telephone subsequent to a predetermined DTMF input by either the PSAP or the person during the multiparty call connection.

14. ) claim 1 wherein the network server log-on information is provided to the PSAP in TTY text message format.

15. ) claim 1 wherein the data connection with the network server is maintained during the multiparty call connection and for a predetermined period of time after termination of the multiparty call.

16. ) claim 1 wherein the data transmitted from the wireless telephone to the network server includes location information which the server renders as mapped location information.

17. ) claim 1 wherein the data transmitted from the wireless telephone to the network server includes audio information captured by a microphone connected to the wireless telephone.

18. ) claim 1 wherein the data transmitted from the wireless telephone to the network server includes, but is not limited to, image information in still picture, JPEG and streaming video formats.

19. ) claim 1 wherein the data connection between the network server and the wireless telephone, and the data connection between the logged-on person and the network server, both support voice communications;

and wherein the server bridges these two audio connections allowing voice communications between said person logged-onto the server and a person in the vicinity of the wireless telephone with the server acting as a communications call bridge.

20. ) claim 1 wherein the data connection between the wireless telephone and the server supports transmission of control commands from a person logged-onto the server ordering activation and deactivation of devices connected to the wireless telephone and the enabling and disabling of functions the wireless telephone is programmed to support.

21. ) claim 1 wherein the command for the wireless telephone to establish the multiparty call is the answering of a call from said wireless telephone by the called person and requiring no other input from said person.

22. ) claim 1 wherein the pass-code required to log-onto the server and gain access to the data transmitted from the wireless telephone to the server is the standard type telephone number of the wireless telephone.

23. ) claim 1 wherein the pass-code required to log-onto the server is a number other than a standard type telephone number and wherein said number is assigned to the wireless telephone by the service provider, the network server or an administrator.

24. ) claim 1 wherein the server pass-code is generated by the server for each new wireless telephone-to-server connection and wherein said pass-code is downloaded to said wireless telephone so that it can then be furnished to any call participant.

25. ) claim 1 wherein the log-on information required to access data transmitted by the wireless telephone to the network server is furnished to the PSAP by said wireless telephone subsequent to either the PSAP or the person inputting a predetermined DTMF command during the multiparty call connection.

26. ) claim 1 wherein the wireless telephone supports IMS/SIP protocols and the inclusion of video information captured by a camera connected to said wireless telephone and transmission of video information during voice call connections.

27. ) claim 1 wherein the wireless telephone supports IMS/SIP protocols and the inclusion of video information to voice calls that does not originate from a camera but is instead generated by a microprocessor as letter and number type text that can be transmitted in video calls independently of camera captured image information.

28. ) A means and method for establishment by a wireless telephone of an ACN call to a PSAP upon detection of an accident occurrence involving a mobile object, comprising:

a) Detection of a crash event by sensors connected to said wireless telephone, and

b) establishment of a wireless data connection with a predetermined network server, and

c) establishment of an Automatic Crash Notification (ACN) telephone call to a PSAP, and

d) transmitting to the network server during the data connection crash related information, and

e) transmitting to the PSAP during the voice telephone call connection the network server IP address or Domain name and pass-code required to log-onto the server to gain access to the crash data transmitted from the wireless telephone to the server.

29. ) claim 28 wherein the wireless telephone in the mobile object establishes the data connection with the network server before establishing the voice call connection with the PSAP.

30. ) claim 28 wherein the wireless communications device in the mobile object establishes the voice call connection with the PSAP before establishing the data connection with the network server.

31. ) claim 28 wherein the wireless telephone in the mobile object establishes the data connection with the network server and the voice call connection with the PSAP at the same time.

32. ) claim 28 wherein the mobile object is a motorized vehicle of the group including passenger vehicles, buses, trucks, RVs, ATVs, motorcycles, etc.

33. ) claim 28 wherein the mobile object is of the group including boats, trains aircraft, etc.

34. ) claim 28 wherein the mobile object is a shipping container.

35. ) claim 28 wherein the wireless telephone disposed in the mobile object can be, but is not limited to, a cellular telephone, satellite telephone, WiFi, WiMAX type communications device.

36. ) claim 28 wherein the crash data sent from the mobile object to the network server includes, but is not limited to, number of occupants, belted or unbelted, speed at collision, roll-over, delta-v and the location and time of the accident.

37. ) claim 28 wherein the crash data sent to the network server includes audio sound picked up by a microphone.

38. ) claim 28 wherein image information captured by a camera connected to the wireless telephone is included in the PSAP voice call connection;

said image information formats including, but not limited to, still pictures , JPEG and streaming video.

39. ) claim 28 wherein the location information transmitted to the server is Converted by the server to mapped location information that is available to any person logged-onto the server.

40. ) claim 28 wherein the PSAP telephone number dialed by the wireless telephone is a Universal Emergency Number such as 911 in the U.S., and 112 in Europe.

41. ) claim 28 wherein a 10-digit PSAP number is needed for the accident location because a 911 type number is not supported for the location of the wireless telephone, and wherein location information is sent by the wireless telephone to the server to be used in conjunction with a server data-base of 10-digit administrative telephone numbers linked to PSAP jurisdictions to determine the correct 10-digit administrative PSAP number for the wireless telephone to call, and wherein this 10-digit number is transmitted to the wireless telephone so that it can be used to call the PSAP.

42. ) claim 28 wherein the PSAP provides auxiliary emergency responders with the server log-on information enabling then to independently access the server and view the crash data.

43. ) claim 28 wherein the server log-on information is transmitted to the PSAP in TTY format.

44. ) claim 28 wherein the server log-on information is transmitted to the PSAP during the ACN call in recorded or processor generated audio voice.

45. ) claim 28 wherein establishment of the ACN call causes a data command to be transmitted to the server instructing said server to allow access to any person in possession of log-on information for a predefined length of time after termination of the PSAP call thereby allowing emergency responders to access the server, view crash data and video information and establish VoIP audio communications with vehicle occupants via a server enabled call bridge.

46. ) claim 28 wherein the wireless telephone supports IMS/SIP protocols and the inclusion of video information, text type log-on information, crash data and location information in the voice call to the PSAP.

47. ) A means and method for establishing a Call Transfer type telephone connection between a person and a PSAP through a wireless telephone using telephone company provided Supplementary Services, and establishment of a concurrent data connection with a network server allowing transmission of location information from the wireless telephone to said server so that said location information can be rendered in map format by the server and viewed by persons in possession of server log-on information, comprising:

a) a wireless telephone operating on a cellular telephone network and authorized to use the Supplementary Services provided by the telephone company providing cellular network connection services to the subscriber, and

b) wherein the wireless telephone is configured to transfer incoming calls to a 911 type PSAP telephone number and to concurrently establish a data connection with a network server and transmit location information to said server.

48. ) claim 47 wherein the wireless telephone establishes a data connection with a network server and begins transmitting location information to the server at establishment of the PSAP call transfer connection.

49. ) claim 47 wherein log-on information for the server is provided to the PSAP by the person during the established call.

50. ) claim 47 wherein the data connection with the network server is maintained after termination of the PSAP call for a predetermined length of time.

51. ) A means and method of enabling a network server to identify the correct PSAP administrative 10-digit telephone number to call for emergency services when a location is known for the needed services by means of a data base of PSAP telephone numbers linked to location areas of jurisdiction, comprising:

a) reception by a network server of an emergency data transmission from a wireless telephone said data transmission including location information of the wireless telephone and said server having a data base of 10-digit telephone numbers linked to areas of jurisdiction of PSAP emergency service providers, and

b) the server notifying a predetermined person of reception of the emergency notification, and

c) the person accessing the server and securing the data base generated telephone number of a PSAP emergency services provider having jurisdiction over the location from which the notification was transmitted, and

d) the person establishing a telephone call connection with the 1 O-digit telephone number of the PSAP, telling the call taker that a situation requiring their attention has occurred and providing the log-on information for the server so that the PSAP can access the mapped location information being transmitted from the wireless telephone to the server.

52. ) claim 51 wherein the person uses the 10-digit number to place a 2-party PSTN telephone call to the PSAP from any telephone.

53. ) claim 51 wherein the logged-on person orders the server to establish a call connection to the 10-digit number and bridge the server to PSAP call to the already established person to server connection thereby allowing the person to talk to the PSAP call taker through the call bridge set up by the server.

54. ) A means and method for detection of an accident occurrence by crash sensors connected to a wireless telephone disposed in a mobile object and the transmission of an SMS or MMS message to a PSAP alerting them to the need for emergency services, comprising:

a) Detection of a vehicle crash by sensors connected to a wireless telephone imbedded in a vehicle, and

b) Establishing by a wireless telephone imbedded in the vehicle of a data type connection with a network server, and

c) transmitting to the server accident related data information, and

d) the wireless telephone transmitting an SMS or MMS Automatic Crash Notification message to a PSAP, and

e) said SMS or MMS message including Log-on information required to log-onto the network server and access the crash data being transmitted to the server by the wireless telephone.

55. ) claim 54 wherein the MMS message sent to the PSAP includes video clips captured by a camera connected to the wireless telephone and showing the injury level of the vehicle occupants.

56. ) claim 54 wherein the wireless telephone and network server data connection provides a means whereby the PSAP, or any emergency responders in possession of log-on information can log onto the server and establish 2-way VoIP type communications with the vehicle occupants by means of audio input and output devices connected to the wireless telephone and a call bridge established by the server allowing the emergency responders to talk to the vehicle occupants.

57. ) A means and method for protection of fixed location assets and the notification of predetermined persons of detection of alarm events at said locations, comprising:

a) a wireless telephone type security device protecting an asset detecting the occurrence of a predefined alarm event, and

b) establishment of a data connection with a network server and transmission of audio and video information captured by a connected camera and microphone to said server, and

c) the server notifying a predetermined person of the event notification, and d) said person establishing a telephone call connection with the wireless telephone, and

e) the person sending the wireless telephone a command to call a 911 type PSAP telephone number and establish a multiparty call connection including the person, the wireless telephone and the PSAP, said connection allowing the person to provide the PSAP with the required log-on information to access the server and the event information transmitted by the security device to the server.

58. ) claim 57 wherein the event detection notification sent to the person by the server is an MMS message from the server including a video clip showing the event occurrence captured by a camera connected to the wireless telephone security device and sent to the server for retransmission to the person.

59. ) claim 57 wherein the call connections between the person, the wireless telephone and the PSAP are IMS/SIP type call connections and wherein video information captured by a camera connected to the wireless telephone is transmitted to at least one of the PSAP or the person.
