a scratch-off layer over the information layer, wherein the indicia component is not recognizable through the scratch-off layer.

The noise component together with the indicia component may include a plurality of pile heights, and the indicia component may be visible when combined with the noise component. A scratch-off layer is included over the information layer so that the indicia component is not recognizable through the scratch-off layer.
