providing a dynamic polymer layer; providing an electrolyte, said electrolyte in contact with said dynamic polymer layer; providing a conductive substrate layer electrically connected to a power source, said conductive substrate layer electrically coupled to said dynamic polymer layer; wherein said electrolyte fluxes in and out of said dynamic polymer layer upon application of electrical potential across the electrolyte between the conductive substrate layer and the dynamic polymer layer, and said dynamic polymer layer exhibits hydrophilic and hydrophobic states.
