a channel condition generation unit configured to generate channel condition information indicating a downlink channel condition;
a control channel generation unit configured to generate an uplink control channel including at least one of the acknowledgement information and the channel condition information; and
a transmission unit configured to transmit the uplink control channel in a predefined dedicated band if no resource is assigned to transmit an uplink data channel,wherein the uplink control channel includes one or more unit blocks including a sequence resulting from multiplication of a uniform factor with all chips of an orthogonal code sequence for the user apparatus.
