Systems, methods, and computer programs for implementing a common tag format in an Internet advertising and tracking system are provided. In one embodiment, the system includes an ad delivery system, a beacon system, and a management system. The ad delivery system serves ads to a browser visiting a publisher'"'"'s web page. The beacon system collects usage data on the publisher'"'"'s web site. The management system receives a service request, checks the request type of the service request, and then forwards the request to the ad delivery system, or to the beacon system, or to both, according to the request type.
