When a virtual network environment is established using resources on a network in order for a user to perform an arbitrary test service in the future Internet that is emerging as a replacement of the current Internet, resources having characteristics desired by the user are selected from among a number of resources on the network, and a resource capable of exhibiting an optimum performance is effectively selected from the selected resources.
