1. An output controller for a fuel cell comprising:

  • a system voltage setting unit for changing and setting a system voltage value as an input voltage to a driving circuit of a rotating electrical machine connected to the fuel cell from a rated voltage value to a predetermined voltage value lower than the rated voltage value, in a case where the temperature of the fuel cell is not more than a predetermined temperature;

    a torque limiting unit for reading, on the basis of the system voltage value, a maximum torque and a minimum torque from a system voltage characteristic map to regulate the characteristics of the rotation speed and the torque of the rotating electrical machine which change in accordance with each system voltage value, to limit the torque command value of the rotating electrical machine; and

    a unit for calculating an output command value to the fuel cell in accordance with the power consumption value of the rotating electrical machine obtained on the basis of the limited torque command value and the rotation speed of the rotating electrical machine.
