1. A method of controlling output of a fuel cell system including a fuel cell and a load, comprising the steps of:
- setting different allowable changes per unit time in an operation range of the fuel cell in both a first output range of the fuel cell and a second output range of the fuel cell, the second output range being lower than the first output range; and
setting the allowable change per unit time in the output of the fuel cell in the second output range so as to be smaller than the allowable change per unit time in the output of the fuel cell in the first output range.
