Abstract

Systems, program code, and methods to facilitate pipeline management, are provided. An example of a method can include the steps of forming digitized map segments to provide for display of a geographical relationship between terrain featured in the map segments and a pipeline network, forming pipeline equipment records to provide for detailed engineering analysis on associated pipeline equipment, functionally linking each digitized map segment and each pipeline equipment record to at least one geographically associated pipeline operational area, identifying a rupture exposure radius coverage area of the rupture, identifying an immediate upstream and downstream valve from the pipeline rupture, identifying pipeline valves potentially needing to be closed, determining potential lost inventory, forecasting a potential environmental impact of the rupture, and displaying critical engineering data and drawings for the effected portion of the ruptured pipeline, the identified immediate upstream valve, and the identified immediate downstream valve.

Claims

1. A system to manage a pipeline rupture, the system comprising:

a computer positioned in communication with a communication network to define a pipeline information management server and having a processor, memory coupled to the processor;

a user computer in communication with the communication network and having a graphical user interface; and

pipeline information management analyzing software to analyze a pipeline rupture, the pipeline information management analyzing software stored in the memory of the pipeline information management server and including instructions that when executed by the pipeline information management server cause the pipeline information management server to perform the following operations;

receiving an indication of a location of a pipeline rupture,

identifying an immediate upstream valve located upstream of the location of the pipeline rupture and an immediate downstream valve located downstream of the location of the pipeline rupture responsive to receiving the indication of a location of the pipeline rupture to thereby identify pipeline valves potentially needing to be closed,

calculating an amount of pipeline segment volume inventory between the identified immediate upstream valve and the identified immediate downstream valve responsive to the identification of the immediate upstream valve and the immediate downstream valve and one or more pipeline attributes to thereby determine potential lost inventory from the pipeline rupture and to facilitate forecasting a potential environmental impact of the pipeline rupture,

determining a rupture exposure radius coverage area of the pipeline rupture responsive to the location of the pipeline rupture to thereby identify an area affected by the pipeline rupture and to thereby provide information about selected pipeline equipment within the rupture exposure radius coverage area, and

providing data to display on the graphical user interface of the user computer, an indication of the rupture exposure radius coverage area and critical engineering data for one or more of the following;

the ruptured pipeline, the identified immediate upstream valve, and the identified immediate downstream valve.

2. A system as defined in claim 1, wherein the software further includes instructions that when executed by the pipeline information management server cause the pipeline information management server to perform the operations of:

retrieving from a database, a pipeline equipment record containing pipeline equipment location data for a selected pipeline equipment;

determining a distance measurement of the selected pipeline equipment from a pipeline reference point responsive to a user selecting the pipeline equipment through the computer graphical user interface; and

determining estimated travel time from the pipeline reference point required to reach the selected pipeline equipment.

3. A system as defined in claim 1, wherein the software further includes instructions that when executed by the pipeline information management server cause the pipeline information management server to perform the operations of:

retrieving from a database, at least one a pipeline management record containing personnel data for personnel associated with the pipe line equipment involved in the pipeline rupture; and

identifying contact personnel assigned primary responsibility for the pipeline equipment involved in the pipeline rupture.

4. A system as defined in claim 1, wherein the software further includes instructions that when executed by the pipeline information management server cause the pipeline information management server to perform the operations of:

providing data to spatially display a pipeline equipment work location spatially associated with at least one user selected pipeline equipment in conjunction with at least a portion of an associated digital map segment linked with a location of the at least one user selected pipeline equipment, the operation of spatially &

splaying a pipeline equipment work location performed using the computer graphical user interface of the user computer; and

providing data to facilitate directing the user to the displayed pipeline equipment work location, the directing performed with a portable user computer.

5. A system as defined in claim 1, wherein the software further includes instructions that when executed by the pipeline information management server cause the pipeline information management server to perform the operations of:

accessing a list of external agencies from an external agency computer to assist a user in locating a nearby external agency to provide support in the event of a pipeline emergency;

providing data to display at least one local city location record to the user on a computer graphical user interface of a portable user computer to thereby assist the user in identifying at least one city near the selected pipeline equipment; and

providing data to display at least one pipeline facilities record to the user on the computer graphical user interface of the user computer to thereby assist the user in identifying at least one pipeline facility near the user selected pipeline equipment.

6. A system as defined in claim 1,

wherein the operation of receiving an indication of a location of a pipeline rupture includes receiving a geographic reference point representing a location of the pipeline rupture entered by a user into a user computer;

and

wherein the software further includes instructions that when executed by the pipeline information management server cause the pipeline information management server to perform the following operations;

determining a closeness of one or more facilities necessary to pipeline rupture management responsive the determined rupture exposure radius coverage area of the pipeline rupture,

determining potential inventory lost from the pipeline rupture responsive the calculated amount of pipeline segment volume inventory between the identified immediate upstream valve and the identified immediate downstream valve, and

providing data to assist a user to forecast a potential environmental impact of the pipeline rupture on citizens located adjacent to the pipeline rupture responsive to the determined amount of the potential inventory lost from the pipeline rupture.

7. A system as defined in claim 1, wherein the operation of determining a rupture exposure radius coverage area of the pipeline rupture is further responsive to a type attribute of a pipeline product being transported in the pipeline at an instance of the pipeline rupture.

8. A system as defined in claim 1, wherein the software further includes instructions that when executed by the pipeline information management server cause the pipeline information management server to perform the operations of:

providing data to display at least one pipeline incident location on a computer graphical user interface to thereby provide a link for a user to select and display an incident report record for the at least one displayed incident location; and

providing data to display summary information about pipeline equipment within the rupture exposure radius coverage area.

9. A tangible computer readable storage medium embodying a set of instructions that, when executed by a computer, cause the computer to perform the following operations:

identifying an immediate upstream valve located upstream of the location of the pipeline rupture and an immediate downstream valve located downstream of the location of the pipeline rupture responsive to receiving an indication of a location of the pipeline rupture to thereby identify pipeline valves potentially needing to be closed; and

calculating an amount of pipeline segment volume inventory between the identified immediate upstream valve and the identified immediate downstream valve responsive to the identification of the immediate upstream valve and the immediate downstream valve and responsive to one or more pipeline attributes to thereby determine potential lost inventory from the pipeline rupture and to facilitate forecasting a potential environmental impact of the pipeline rupture.

10. A tangible computer readable storage medium as defined in claim 9, wherein the operations further comprise:

determining a rupture exposure radius coverage area of the pipeline rupture responsive to the location of the pipeline rupture to thereby identify an area affected by the pipeline rupture and to thereby provide information about selected pipeline equipment within the rupture exposure radius coverage area; and

providing data to display an indication of the boundaries of the rupture exposure radius coverage area.

11. A tangible computer readable storage medium as defined in claim 10, wherein the operation of determining a rupture exposure radius coverage area of the pipeline rupture is further responsive to a type attribute of a product transported in the pipeline at an instance of the pipeline rupture.

12. A tangible computer readable storage medium as defined in claim 10, wherein the operations further comprise:

providing data to display pipeline equipment within the rupture exposure radius coverage area; and

providing data to display critical engineering data for a selected pipeline equipment selected from the rupture exposure radius coverage area responsive to user selection thereof.

13. A tangible computer readable storage medium as defined in claim 9, wherein the operations further comprise:

receiving a geographic reference representing a location of the pipeline rupture entered by a user into a user computer;

determining a distance measurement of a selected pipeline equipment from a pipeline reference point responsive to a user selecting the pipeline equipment through a computer graphical user interface; and

determining estimated travel time from the pipeline reference point required to reach the selected pipeline equipment.

14. A tangible computer readable storage medium as defined in claim 9, wherein the operations further comprise:

retrieving from a database, a pipeline equipment record containing pipeline equipment location data; and

providing data to display critical engineering data for one or more of the following;

the ruptured pipeline, the identified immediate upstream valve, and the identified immediate downstream valve.

15. A tangible computer readable storage medium as defined in claim 9, wherein the operations further comprise:

determining a distance from a pipeline reference point of one or more of the following;

the identified immediate upstream valve and the identified immediate downstream valve.

16. A tangible computer readable storage medium as defined in claim 9, wherein the operations further comprise:

providing data to spatially display a pipeline equipment work location spatially associated with at least one user selected pipeline equipment in conjunction with at least a portion of an associated digital map segment linked with a location of the at least one user selected pipeline equipment, the operation of spatially displaying a pipeline equipment work location performed using a computer graphical user interface of a portable user computer; and

determining a closeness of one or more facilities necessary to pipeline rupture management.

17. A tangible computer readable storage medium as defined in claim 9, wherein the operations further comprise:

determining potential inventory lost from the pipeline rupture responsive the calculated amount of pipeline segment volume inventory between the identified immediate upstream valve and the identified immediate downstream valve; and

providing data to assist a user to forecast a potential environmental impact of the pipeline rupture on citizens located adjacent to the pipeline rupture responsive to the determined amount of the potential inventory lost from the pipeline rupture.

18. A tangible computer readable storage medium as defined in claim 9, wherein the operations further comprise:

retrieving from a database, at least one a pipeline management record containing personnel data for personnel associated with the pipe line equipment involved in the pipeline rupture; and

identifying contact personnel assigned primary responsibility for the pipeline equipment involved in the pipeline rupture.

19. A tangible computer readable storage medium as defined in claim 9, wherein the operations further comprise:

accessing a list of external agencies from an external agency computer to assist a user in locating a nearby external agency to provide support in the event of a pipeline emergency;

providing data to display at least one local city location record to the user to thereby assist the user in identifying at least one city near a user selected pipeline equipment; and

providing data to display at least one pipeline facilities record to the user to thereby assist the user in identifying at least one pipeline facility near the user selected pipeline equipment.

20. A tangible computer readable storage medium embodying a set of instructions that, when executed by a computer, cause the computer to perform the following operations:

determining a rupture exposure radius coverage area of a pipeline rupture responsive to receiving the indication of a location of the pipeline rupture to thereby identify an area affected by the pipeline rupture;

identifying at least one immediate upstream valve located upstream of the location of the pipeline rupture and at least one immediate downstream valve located downstream of the location of the pipeline rupture responsive to one or more of the following;

receiving an indication of a location of the pipeline rupture and determining a rupture exposure radius coverage area of the pipeline rupture, to thereby identify pipeline valves potentially needing to be closed; and

providing data to display on a graphical user interface of a user computer, critical engineering data and drawings for one or more of the following;

the ruptured pipeline, the at least one identified immediate upstream valve, and the at least one identified immediate downstream valve.

21. A tangible computer readable storage medium as defined in claim 20, wherein the operations further comprise:

calculating an amount of pipeline segment volume inventory between the at least one identified immediate upstream valve and the at least immediate downstream valve responsive to the identification of the at least immediate upstream valve and the at least immediate downstream valve and responsive to one or more pipeline attributes and a pipeline type attribute to thereby determine potential lost inventory from the pipeline rupture and to facilitate forecasting a potential environmental impact of the pipeline rupture.

22. A tangible computer readable storage medium as defined in claim 20, wherein the operations further comprise:

providing data to display at least one pipeline incident location to thereby allow a user to select and display an incident report record for at least one displayed incident location; and

providing data to display summary information about pipeline equipment within the rupture exposure radius coverage area.

23. A computer-assisted method of analyzing a pipeline rupture, the method comprising the steps of:

identifying at least one immediate upstream valve located upstream of the location of the pipeline rupture and at least one immediate downstream valve located downstream of the location of the pipeline rupture responsive to receiving an indication of a location of the pipeline rupture to thereby identify pipeline valves potentially needing to be closed, the step of identifying performed by a computer; and

displaying on a graphical user interface of a user computer, critical engineering data for at least one of the following on a computer display responsive to user selection thereof on a computer graphical user interface;

the ruptured pipeline, the at least one identified immediate upstream valve, and the at least one identified immediate downstream valve.

24. A computer-assisted method as defined in claim 23, further comprising the steps of:

calculating an amount of pipeline segment volume inventory between the at least one immediate upstream valve and the at least one immediate downstream valve responsive to the identification of the identified immediate upstream valve and the identified immediate downstream valve and responsive to one or more pipeline attributes and a pipeline product type attribute to thereby determine potential lost inventory from the pipeline rupture and to forecast a potential environmental impact of the pipeline rupture; and

displaying the calculated amount of pipeline segment volume inventory on the computer graphical user interface.

25. A computer-assisted method as defined in claim 23, further comprising the steps of:

identifying a rupture exposure radius coverage area of the pipeline rupture responsive to the location of the pipeline rupture to thereby identify an area affected by the pipeline rupture and to thereby provide information about selected pipeline equipment within the rupture exposure radius coverage area; and

graphically displaying an indication of boundaries of the rupture exposure radius coverage area on the computer graphical user interface.

26. A computer-assisted method as defined in claim 23, further comprising the steps of:

identifying contact personnel assigned primary responsibility for the pipeline equipment involved in the pipeline rupture;

retrieving from a database, a pipeline equipment record containing pipeline equipment location data for at least one user selected pipeline equipment;

spatially displaying a pipeline equipment work location spatially associated with at least one user selected pipeline equipment in conjunction with at least a portion of an associated digital map segment linked with a location of the at least one user selected pipeline equipment, the step of spatially displaying a pipeline equipment work location performed using a computer graphical user interface;

determining a distance measurement of the at least one user selected pipeline equipment from a pipeline reference point responsive to a user selecting the respective at least one user selected pipeline equipment through a computer graphical user interface; and

determining estimated travel time from the pipeline reference point required to reach the respective at least one user selected pipeline equipment.

27. A computer-assisted method as defined in claim 23, further comprising the steps of:

accessing a list of external agencies from an external agency computer to assist a user in locating a nearby external agency to provide support in the event of a pipeline emergency;

displaying at least one local city location record to the user to thereby assist the user in identifying at least one city near a user selected pipeline equipment; and

displaying at least one pipeline facilities record to the user to thereby assist the user in identifying at least one pipeline facility near the user selected pipeline equipment.

28. A computer-assisted method of analyzing a pipeline rupture, the method comprising the steps of:

receiving an indication of a location of a pipeline rupture;

identifying an immediate upstream valve located upstream of the location of the pipeline rupture and an immediate downstream valve located downstream of the location of the pipeline rupture responsive to receiving the indication of a location of the pipeline rupture to thereby identify pipeline valves potentially needing to be closed, the step of identifying performed by a computer;

calculating an amount of pipeline segment volume inventory between the identified immediate upstream valve and the identified immediate downstream valve by the computer responsive to the identification of the immediate upstream valve and the immediate downstream valve and responsive to one or more pipeline attributes to thereby determine potential lost inventory from the pipeline rupture and to forecast a potential environmental impact of the pipeline rupture;

identifying a rupture exposure radius coverage area of the pipeline rupture by the computer responsive to the location of the pipeline rupture to thereby identify an area affected by the pipeline rupture and to thereby provide information about selected pipeline equipment within the rupture exposure radius coverage area; and

displaying on a graphical user interface of a user computer, an indication of the rupture exposure radius coverage area and critical engineering data for one or more of the following;

the ruptured pipeline, the identified immediate upstream valve, and the identified immediate downstream valve.

29. A computer-assisted method as defined in claim 28, further comprising the step of:

determining a distance from a pipeline reference point of one or more of the following;

the identified immediate upstream valve and the identified immediate downstream valve.

30. A computer-assisted method as defined in claim 28, further comprising the steps of:

retrieving from a database, a pipeline equipment record containing pipeline equipment location data; and

determining a distance measurement of a selected pipeline equipment from a pipeline reference point responsive to a user selecting the pipeline equipment through a computer graphical user interface.

31. A computer-assisted method as defined in claim 28, further comprising the steps of:

identifying contact personnel assigned primary responsibility for the pipeline equipment involved in the pipeline rupture; and

determining estimated travel time from the pipeline reference point required to reach the selected pipeline equipment.

32. A computer-assisted method as defined in claim 28, further comprising the steps of:

spatially displaying a pipeline equipment work location spatially associated with at least one user selected pipeline equipment in conjunction with at least a portion of an associated digital map segment linked with a location of the at least one user selected pipeline equipment, the step of spatially displaying a pipeline equipment work location performed using a computer graphical user interface of a portable user computer; and

directing the user to the displayed pipeline equipment work location, the step of directing performed using the graphical user interface of the portable user computer.

33. A computer-assisted method as defined in claim 28, further comprising the steps of:

accessing a list of external agencies from an external agency computer to assist a user in locating a nearby external agency to provide support in the event of a pipeline emergency;

displaying at least one local city location record to the user on a computer graphical user interface of a portable user computer to thereby assist the user in identifying at least one city near a user selected pipeline equipment; and

displaying at least one pipeline facilities record to the user on the computer graphical user interface of the portable user computer to thereby assist the user in identifying at least one pipeline facility near the user selected pipeline equipment.

34. A computer-assisted method as defined in claim 28,

wherein the step of receiving an indication of a location of a pipeline rupture includes receiving a geographic reference point representing a location of the pipeline rupture entered by a user into a user computer;

and

wherein the method further comprises the steps of;

determining a closeness of one or more facilities necessary to pipeline rupture management responsive the determined rupture exposure radius coverage area of the pipeline rupture,

determining potential inventory lost from the pipeline rupture responsive the calculated amount of pipeline segment volume inventory between the identified immediate upstream valve and the identified immediate downstream valve, and

providing data to assist a user to forecast a potential environmental impact of the pipeline rupture on citizens located adjacent to the pipeline rupture responsive to the determined amount of the potential inventory lost from the pipeline rupture.

35. A computer-assisted method as defined in claim 28, wherein the step of identifying a rupture exposure radius coverage area of the pipeline rupture is further responsive to a type attribute of a product transported in the pipeline at an instance of the pipeline rupture.

36. A computer-assisted method as defined in claim 28, further comprising the steps of:

displaying at least one pipeline incident location on a computer graphical user interface to thereby provide a link for a user to select and display an incident report record for the at least one displayed incident location; and

providing summary information about pipeline equipment within the rupture exposure radius coverage area.

37. A computer-assisted method of analyzing a pipeline rupture, the method comprising the steps of:

receiving an indication of a location of a pipeline rupture;

identifying an immediate upstream valve located upstream of the location of the pipeline rupture and an immediate downstream valve located downstream of the location of the pipeline rupture responsive to receiving the indication of a location of the pipeline rupture to thereby identify pipeline valves potentially needing to be closed, the step of identifying performed by a computer; and

calculating an amount of pipeline segment volume inventory between the identified immediate upstream valve and the identified immediate downstream valve by the computer responsive to the identification of the immediate upstream valve and the immediate downstream valve and responsive to one or more pipeline attributes and a pipeline product attribute to thereby determine potential lost inventory from the pipeline rupture and to forecast a potential environmental impact of the pipeline rupture.

38. A computer-assisted method as defined in claim 37, further comprising the steps of:

determining a rupture exposure radius coverage area of the pipeline rupture by the computer responsive to the location of the pipeline rupture to thereby identify an area affected by the pipeline rupture and to thereby provide information about selected pipeline equipment within the rupture exposure radius coverage area; and

displaying an indication of the boundaries of the rupture exposure radius coverage area on a computer graphical user interface.

39. A computer-assisted method as defined in claim 38, wherein the step of determining a rupture exposure radius coverage area of the pipeline rupture is further responsive to a type attribute of a product transported in the pipeline at an instance of the pipeline rupture.

40. A computer-assisted method as defined in claim 38, further comprising the steps of:

displaying pipeline equipment within the rupture exposure radius coverage area; and

displaying critical engineering data for a selected pipeline equipment selected from the rupture exposure radius coverage area responsive to user selection thereof.

41. A computer-assisted method as defined in claim 37,

wherein the step of receiving an indication of a location of a pipeline rupture includes receiving a geographic reference representing a location of the pipeline rupture entered by a user into a portable user computer.

wherein the method further comprises the steps of:

determining a distance measurement of a selected pipeline equipment from a pipeline reference point responsive to a user selecting the pipeline equipment through a computer graphical user interface of the portable user computer, and

determining estimated travel time from the pipeline reference point required to reach the selected pipeline equipment.

42. A computer-assisted method as defined in claim 37, further comprising the steps of:

retrieving from a database, a pipeline equipment record containing pipeline equipment location data; and

displaying critical engineering data for one or more of the following;

the ruptured pipeline, the identified immediate upstream valve, and the identified immediate downstream valve.

43. A computer-assisted method as defined in claim 37, further comprising the step of:

determining a distance from a pipeline reference point of one or more of the following;

the identified immediate upstream valve and the identified immediate downstream valve.

44. A computer-assisted method as defined in claim 37, further comprising the steps of:

spatially displaying a pipeline equipment work location spatially associated with at least one user selected pipeline equipment in conjunction with at least a portion of an associated digital map segment linked with a location of the at least one user selected pipeline equipment, the step of spatially displaying a pipeline equipment work location performed using a computer graphical user interface of a portable user computer; and

determining a closeness of one or more facilities necessary to pipeline rupture management.

45. A computer-assisted method as defined in claim 37, further comprising the steps of:

determining potential inventory lost from the pipeline rupture responsive the calculated amount of pipeline segment volume inventory between the identified immediate upstream valve and the identified immediate downstream valve; and

forecasting a potential environmental impact of the pipeline rupture on citizens located adjacent to the pipeline rupture responsive to the determined amount of the potential inventory lost from the pipeline rupture.

46. A computer-assisted method of analyzing a pipeline rupture, the method comprising the steps of:

determining a rupture exposure radius coverage area of a pipeline rupture responsive to receiving the indication of a location of the pipeline rupture to thereby identify an area affected by the pipeline rupture;

identifying at least one immediate upstream valve located upstream of the location of the pipeline rupture and at least one immediate downstream valve located downstream of the location of the pipeline rupture responsive to one or more of the following;

receiving an indication of a location of the pipeline rupture and determining a rupture exposure radius coverage area of the pipeline rupture, to thereby identify pipeline valves potentially needing to be closed; and

displaying on a graphical user interface of a user computer, critical engineering data and drawings for one or more of the following;

the ruptured pipeline, the at least one identified immediate upstream valve, and the at least one identified immediate downstream valve.

47. A computer-assisted method as defined in claim 46, further comprising the step of:

calculating an amount of pipeline segment volume inventory between the at least one identified immediate upstream valve and the at least immediate downstream valve responsive to the identification of the at least immediate upstream valve and the at least immediate downstream valve and responsive to one or more pipeline attributes and one or more pipeline product attributes to thereby determine potential lost inventory from the pipeline rupture and to forecast a potential environmental impact of the pipeline rupture.
