1. A wireless communication device comprising:

  • a package;

    a substrate provided within the package;

    wherein the substrate is formed by;

    including a layer of material with the substrate, wherein the material has a characteristic of switching from being dielectric to being conductive when a voltage is applied to the material that exceeds a characteristic voltage level;

    forming a layer of resistive material over the layer of material;

    removing resistive material to form a pattern on the layer of resistive material;

    applying the voltage that exceeds the characteristic voltage to the material with the layer of resistive material and the pattern;

    while the voltage is applied, applying ionic media to at least a portion of the substrate to form conductive elements on the substrate where at least a portion of the pattern is provided;

    one or more logic elements provided on the substrate, wherein the one or more logic elements generate data, including identification data;

    a transmission component provided on the substrate that generates a signal that carries the identification information;

    one or more interconnect elements to extend conductivity between the one or more logic elements and the transmission component;

    wherein at least one of the logic elements, the transmission component, or one of the interconnect elements use the conductive elements formed on the substrate.
