The system comprises an input unit for receiving a bid for a positive reaction to a promotional activity from an advertising entity, a customer-targeting unit for generating a promotion list that specifies potential customers based on the bid, and an output unit configured for outputting said promotion list. The generated promotion list is calculated to evoke a sufficient amount of positive customer reactions to the promotional activity from the plurality of potential customers to meet said bid.
