acquisition resources operable to; receive a pay-per-view multimedia program; provide the pay-per-view multimedia program to regional service delivery resources associated within a geographic region; conditional access resources operable to determine whether individual users of a plurality of users within the geographic region are subject to a blackout event, wherein said determining is based at least in part on respective user location codes associated with the users; and delivery resources operable to provide the pay-per-view multimedia program to individual users of the plurality of users that are not subject to the blackout event and operable to not provide the pay-per-view multimedia program to individual users of the plurality of users that are subject to the blackout event.
