a power controller totransfer energy from the flywheel motor-generator to the capacitor bank in response to detecting an input to increase the speed of the vehicle, andtransfer energy from the drive wheel motor-generator to the capacitor bank in response to detecting an input to decrease the speed of the vehicle.
