- allowing a user to connect a vehicle to a charging station;
providing to the charging station, by the vehicle, vehicle charging identification information comprising a vehicle identification number, an owner identification code and a home power company identification;
determining a home power company identification using the charging identification information;
determining authorization for charging using the home power company identification by requesting authorization from the home power company using the charging identification information;
determining, by the vehicle, whether the vehicle needs to be charged;
starting charging the vehicle by the station upon authorization when the vehicle needs to be charged;
determining, by the station, power consumed during the charging;
determining, by the vehicle, when the vehicle is charged;
discontinuing charging by the station when the vehicle is charged;
determining a billing amount from the power consumed based on a charging station rate when the vehicle is charged;
entering the billing amount and the vehicle charging identification information into the home power company account of an owner of the vehicle owner;
communicating the rate, the billing amount and power consumed to the vehicle;
displaying the rate, the billing amount and power consumed in the vehicle when requested; and
communicating the rate, the billing amount, power consumed and the vehicle identification information to a computer of the owner of the vehicle using the vehicle identification information.

Abstract
An invention is described that enables a vehicle'"'"'s electrical energy storage devices to charge in parking areas in which components of this invention are installed. The amount of energy consumed, combined with the amount charged are the components of a transaction. An embodiment allows the vehicle owner to have the cost of the energy consumed charged to his home electric bill. Another embodiment allows the vehicle owner to have the cost of the energy consumed charged to his home electric bill by recording his personal identification number at a kiosk or other input device co-locate at the parking area.
