a first switching control unit including a startup voltage terminal and a power voltage terminal, the first switching control unit generating a switching signal that controls the first switching unit; and
a power blocking unit to block power supply to the startup voltage terminal and the power voltage terminal of the first switching control unit during the power saving mode.
