    L (L is a natural number of 2 or more), to N input routes (N is a natural number of 2 or more) respectively, selecting signals of desired plural wavelength from each of the inputted WDM signals and outputting the selected signals from M output routes (M is t a natural number of 2 or more) comprising;

    a first group of N route selection elements each having one input terminal and M output terminals, the first group of route selection elements selecting at last one route for the WDM signal inputted to each input route and outputting the signal from the M output terminal;

    a wavelength selector for receiving N×

    M outputs of said N route selection elements, selecting at last one optical signal of desired wavelengths from each of the inputted WDM signals and outputting the WDM signals of the same number as that of the inputted WDM signals; and

    a second group of M route selection elements each having N input terminals and one output terminal, the second group of route selection elements selecting a route for the M WDM signals inputted to each input route and outputting the signal from the one output terminal.
