1. An in-vehicle charger, comprising:
- a rectification and voltage-stabilizing circuit, which inputs, rectifies, and stabilizes a commercial power;
a traction battery charging circuit, which is electrically connected with the rectification and voltage-stabilizing circuit, and which charges a traction battery;
a control communication circuit, which is electrically connected with the rectification and voltage-stabilizing circuit, and which controls the traction battery charging circuit; and
a starting battery charging circuit, which is electrically connected with the rectification and voltage-stabilizing circuit, and which starts charging of a starting battery under control of the control communication circuit.

An in-vehicle charger of an electric vehicle or a hybrid electric vehicle is provided. The in-vehicle charger comprises: a rectification and voltage-stabilizing circuit, which inputs, rectifies and stabilizes a commercial power; a traction battery charging circuit, which is electrically connected with the rectification and voltage-stabilizing circuit, and which charges a traction battery; a control communication circuit, which is electrically connected with the rectification and voltage-stabilizing circuit, and which controls the traction battery charging circuit; and a starting battery charging circuit, which is electrically connected with the rectification and voltage-stabilizing circuit, and which starts charging of a starting battery under control of the control communication circuit.
