1. A mobile network control apparatus for energy efficiency, the apparatus comprising:
- a calculating unit to calculate a first amount of total consumed power consumed by m base stations that have a first cell as a coverage area, and to calculate a second amount of total consumed power consumed by n base stations that have a second cell including the first cell as a coverage area; and
a processor to initiate an operation of the n base stations on a high power mode, and to suspend an operation of the remaining base stations excluding the n base stations, in response to the first amount of total consumed power being greater than the second amount of total consumed power.
