42. A device for heat exchange by boiling comprising:

a surface in contact with a polar liquid and configured to extract heat from an element, wherein said surface comprises at least one system configured to modify locally wettability of the surface in contact with the polar liquid by electro-wetting, wherein said system comprises at least one electrode associated with a counter electrode and a controller to activate an electrode by application of a potential to said electrode, wherein a wall of the surface has, at least partially, if no potential is applied to said electrode, low wettability properties, and wherein the system is insulated from the liquid by a dielectric layer, such that if there is no potential nuclei of vapor bubbles and growth of said nuclei appear and, when a potential is applied, said gas bubbles formed in this manner become detached. - View Dependent Claims (43, 44, 45, 46, 47, 48, 49, 50, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, 61, 62, 63, 64, 65, 66, 67, 68, 69, 70)
