Abstract

A payment system is provided having an internet interface. In one embodiment, the payment system issues instruments having control codes. The system may issue a first portion of the control code, and retain a second portion of the control code for later issuance. Such later issuance activates the instrument. Some embodiments have a role-based security access scheme. For example, one embodiment provides a security verification score to be used in assigning user permissions on the payment system. Customer service representatives having different security permissions complete different portions of the security scoring and permission assignment process. Some embodiments have automated processing of security verification items submitted by users.

Claims

1. An instrument comprising:

a plurality of information fields, the information fields comprising;

a payer indication field having payer data;

a first portion of control code field having a first portion of a control code data;

a second portion of control code field for entering a second portion of the control code data not issued with the instrument;

the instrument being issued such that it may be transferred having no second portion of the control code, and subsequently canceled prior to the second portion of the control code data having been issued.

2. The instrument of claim 1 wherein the instrument is transferred in tangible form.

3. The instrument of claim 1 wherein the instrument is transferred in electrical form.

4. The instrument of claim 1 wherein the information fields further comprises at least one of the group of:

a payee indication field having payee data;

a payment amount field having amount data;

a routing number field having a routing number;

an account number field having an account number.

5. The instrument of claim 4 in which the routing number field and the account number field are magnetic image character recognition (MICR) font characters.

6. The instrument of claim 1 in which the first and second portions of the control code are generated with a random number algorithm.

7. The instrument of claim 1 in which the instrument may be issued to a payer and transferred to a payee, and subsequently the second portion of the control code may be issued to the payer and transferred to the payee for activating the instrument.

8. The instrument of claim 1 further comprising an indication that the instrument is negotiable when a valid second portion of the control code is entered.

9. The instrument of claim 1 wherein the first portion of the control code identifies the payer.

10. The instrument of claim 1 wherein the first and second portions of the control code are ASCII characters.

11. An instrument comprising:

a plurality of information fields, the information fields comprising;

a payer indication field having payer data;

a first portion of control code field having a first portion of a control code data;

a second portion of control code field for entering a second portion of the control code data not issued with the instrument;

the instrument being issued such that it may be transferred having no second portion of the control code data;

the control code data subject to a verification step;

the verification step comparing the control code data in the information fields to known values of the control code data;

the instrument being non-negotiable if the verification step, does not result in a match between the control code data in the information fields and the known values of the control code data.

12. The instrument of claim 11 wherein the instrument is transferred in tangible form.

13. The instrument of claim 11 wherein the instrument is transferred in electrical form.

14. The instrument of claim 11 wherein the information fields further comprises at least one of the group of:

a payee indication field having payee data;

a payment amount field having amount data;

a routing number field having a routing number;

an account number field having an account number.

15. The instrument of claim 14 in which the routing number field and the account number field are magnetic image character recognition (MICR) font characters.

16. The instrument of claim 11 in which the first and second portions of the control code are generated with a random number algorithm.

17. The instrument of claim 11 in which the instrument may be issued to a payer and transferred to a payee, and subsequently the second portion of the control code may be issued to the payer and transferred to the payee for activating the instrument.

18. The instrument of claim 11 further comprising an indication that the instrument is negotiable when a valid second portion of the control code is entered.

19. The instrument of claim 11 wherein the first portion of the control code identifies the payer.

20. The instrument of claim 11 wherein the first and second portions of the control code are ASCII characters.
