Abstract

A utility employs a method for generating available operating reserve. Electric power consumption device(s) serviced by the utility is determined during period(s) of time to produce power consumption data, stored in a repository. A determination is made that a control event is to occur during which power is to be reduced to one or more devices. Prior to the control event and under an assumption that it is not to occur, power consumption behavior expected of the device(s) is generated for a time period during which the control event is expected to occur based on the stored power consumption data. Additionally, prior to the control event, projected energy savings resulting from the control event, and associated with a power supply value (PSV) are determined based on the devices'"'"' power consumption behavior. An amount of available operating reserve is determined based on the projected energy savings.

Claims

1. A method for assisting in providing frequency regulation of electric power supplied to an electric power grid to one or more service points to compensate for an over-generation condition, wherein a grid operator or apparatus or systems utilized by the grid operator performs the steps comprising:

determining amounts of electric power consumed by at least one device during predetermined time intervals as specified by regulations governing operations of the electric power grid to produce power consumption data, the at least one device being located at the one or more service points;

storing the power consumption data in a data repository;

determining that a control event is to occur, wherein a supply of electric power to the at least one device is increased for providing grid stability;

determining, prior to commencement of the control event, power consumption behavior of the at least one device for a predetermined future time period based at least on the stored power consumption data; and

determining, prior to commencement of the control event, projected energy consumption resulting from the control event based the power consumption behavior of the at least one device and a power supply value (PSV) associated with the at least one device.

2. The method of claim 1, wherein a supply of electric power to the at least one device is increased commensurate with the requirements for maintaining grid stability, including frequency and voltage.

3. The method of claim 1, wherein the power consumption behavior is based upon profile data, measured historical power consumption, measured real-time power consumption, and combinations thereof.

4. The method of claim 1, wherein the predetermined time intervals are specified by regulations governing the operation of the electrical grid.

5. The method of claim 1, further including the step of reporting intervals as specified by regulations governing the electric power grid.

6. The method of claim 1, wherein the apparatus or systems utilized by the grid operator provide for an automated energy management system, including a server computer for controlling steps automatically for the grid operator.

7. The method of claim 1, further including the steps of:

calculating the total power available for the power consuming device to received from the grid and storing the total power available as the PSV in the electronic repository.

8. The method of claim 1, further comprising:

reporting the projected energy consumption and the PSV to a control system for an electric power supplier that supplies electric power to the electrical grid.

9. The method of claim 1, further including the step of reporting the projected energy consumption and the PSV to systems necessary for a grid operator for maintaining grid stability as determined by the governing authority for the grid.

10. The method of claim 1, further comprising the steps of:

initiating the control event; and

reporting power consumption and the PSV of the at least one device systems necessary for grid operation for maintaining grid stability as determined by the governing authority for the grid the control event.

11. The method of claim 10, wherein initiating the control event comprises:

sending at least one power control message to at least one client device located at the one or more service points, the at least one power control message instructing the at least one client device to cause power to be supplied to the at least one device.

12. The method of claim 1, further comprising:

distributing electric power to the at least one device during the control event.

13. The method of claim 1, further comprising:

managing distribution of electric power to the at least one device during the control event.

14. The method of claim 1, wherein an Automatic Generation Control subsystem is coupled to the electrical grid, and wherein determining that a control event is to occur comprises:

receiving a control message from the Automatic Generation Control subsystem, the control message requesting a decrease in electrical energy supplied to the electrical grid and indicating a time for commencing the control event.

15. The method of claim 14, further comprising:

determining, prior to commencement of the control event, whether the projected energy consumption is sufficient to meet the requested predetermined decrease in regulating reserve.

16. The method of claim 1, wherein determining that a control event is to occur comprises:

monitoring a frequency of electric power supplied from the electrical grid; and

determining that the control event is to occur when the frequency of electric power deviates above a predetermined frequency by more than a predetermined amount.

17. The method of claim 1, further comprising the step of:

providing one or more users of the at least one device compensation to allow the at least one device to receive electric power during the control event.

18. The method of claim 17, wherein the compensation is based on the power supply value associated with each of the at least one device that receives power during the control event.

19. The method of claim 17, wherein the incentive includes a reduction in a cost rate of electricity during the control event.

20. The method of claim 17, wherein the incentive includes payment to the one or more users for allowing electric power to be delivered to the at least one device during the control event.

21. The method of claim 17, wherein the incentive includes providing points to the one or more users based on an amount of electric power delivered to the at least one device during the control event, wherein the points are redeemable toward goods or services.

22. The method of claim 17, wherein the incentive includes net metering such that an amount of electric power consumed at a service point during the control event offsets an amount of power consumed at the service point for non-control event purposes during a billing cycle.

23. The method of claim 1, wherein determining that a control event is to occur comprises:

determining that an excess amount of electric power has been produced from one or more renewable energy sources from which the electrical grid receives at least some electric power.

24. The method of claim 1, wherein determining projected energy consumption comprises:

determining a projected amount of energy consumption for each service point at which one or more devices are to be supplied electric power during the control event to produce a plurality of projected energy consumption amounts; and

aggregating the plurality of projected energy consumption amounts to produce the projected energy consumption.

25. The method of claim 1, wherein the at least one device includes at least one environmentally-dependent device and wherein generating power consumption behavior of the at least one device for a predetermined future time period comprises:

determining at least one environmental characteristic expected during the predetermined future time period at a service point at which the at least one environmentally-dependent device is located;

determining, based on stored user settings, a maximum allowable variance of the at least one environmental characteristic in an area at the service point monitored by the environmentally-dependent device; and

generating, prior to commencement of the control event and based at least on the stored power consumption data and the PSV, the at least one environmental characteristic and the maximum allowable variance of the at least one environmental characteristic, an amount of power that the at least one environmentally-dependent device is expected to consume during the predetermined future time period.

26. The method of claim 25, wherein determining at least one environmental characteristic expected during the predetermined future time period comprises:

receiving information associated with the at least one environmental characteristic from at least one of a local weather service, a state weather service, and a national weather service.

27. The method of claim 25, wherein the stored power consumption data includes power consumption data on a service point by service point basis.

28. The method of claim 25, wherein the at least one environmental characteristic is at least one of air temperature, humidity, barometric pressure, wind speed, rainfall accumulation, and water temperature.

29. The method of claim 25, wherein the at least one device includes at least one environmentally-independent device and wherein generating power consumption behavior of the at least one device for a predetermined future time period comprises:

determining whether, absent occurrence of the control event, the at least one environmentally-independent device is expected to be consuming power during a time period of the control event based on the stored power consumption data;

in the event that, absent occurrence of the control event, the at least one environmentally-independent device is not expected to be consuming power during the time period of the control event,

determining a duty cycle for the at least one environmentally-independent device based on the stored power consumption data; and

generating, based on the stored power consumption data, the PSV and the duty cycle, an amount of power expected to be consumed by the at least one environmentally-independent device during the time period of the control event if the control event occurs.

30. The method of claim 25, wherein generating power consumption behavior of the at least one device for a predetermined future time period comprises:

comparing the predetermined future time period to time periods stored in the repository;

in the event that at least one particular time period stored in the repository corresponds to at least part of the predetermined future time period, determining whether the repository includes power consumption data for the at least one device during the at least one particular time period; and

in the event that the repository includes power consumption data for the at least one device during the at least one particular time period, retrieving from the repository one or more values corresponding to one or more amounts of power that the at least one device is expected to consume during the control event.

31. The method of claim 25, wherein generating power consumption behavior of the at least one device for a predetermined future time period comprises:

comparing the predetermined future time period to time periods stored in the repository;

in the event that the repository does not include power consumption data for the at least one device during at least one particular time period which corresponds to at least part of the predetermined future time period,

determining whether the repository includes power consumption data for the at least one device during time periods before and after a time period which corresponds to at least part of the predetermined future time period; and

interpolating, based on the power consumption data for the at least one device during the time periods before and after the time period which corresponds to at least part of the predetermined future time period, one or more values corresponding to one or more amounts of power that the at least one device is expected to consume during the time period of the control event.

32. The method of claim 25, wherein generating power consumption behavior of the at least one device for a predetermined future time period comprises:

comparing the predetermined future time period to time periods stored in the repository;

in the event that the repository does not include power consumption data for the at least one device during any time periods which correspond to at least part of the predetermined future time period,

determining whether the repository includes power consumption data for the at least one device relating to time periods occurring before and after the predetermined future time period; and

interpolating, based on the power consumption data for the at least one device relating to time periods occurring before and after the predetermined future time period, a value corresponding to an amount of power that the at least one device is expected to consume during the control event.

33. The method of claim 25, wherein storing the power consumption data in a repository comprises:

storing the power consumption data in a repository remote from the one or more service points.

34. The method of claim 25, wherein determining projected energy consumption resulting from the control event comprises:

determining an amount of power expected to be consumed by the at least one device during the predetermined future time period to produce first energy consumption;

determining an amount of power expected to be dissipated in transmission lines as a result of delivering power to the at least one device during the predetermined future time period to produce second energy consumption; and

summing the first energy consumption and the second energy consumption.

35. The method of claim 25, wherein the step of determining projected energy consumption is performed on a service point by service point basis.

36. The method of claim 25, wherein the step of determining projected energy consumption is performed on a utility-wide or electric power grid basis.

37. The method of claim 25, further comprising:

initiating the control event;

determining that a first set of one or more devices is to be released from the control event prior to termination of the control event; and

determining a second set of one or more devices to replace the first set of devices, wherein projected energy consumption and/or the PSV of the second set of devices is substantially equal to energy consumption of the first set of devices.

38. The method of claim 25, wherein the predetermined future time period is between twelve and twenty-four hours from a time at which determination is made that the control event is to occur.

39. A system that assists in providing frequency regulation of electric power supplied to an electrical grid to one or more service points to compensate for an over-generation condition, each service point including at least one device that consumes power during operation thereof, the system comprising:

an electronic repository; and

at least one processor coupled to the repository, the at least one processor operable to;

determine amounts of electric power consumed by the at least one device during at least one period of time to produce power consumption data;

store the power consumption data in the repository;

determine that a control event is to occur during which a supply of electric power is to be increased to the at least one device even though the at least one device is not in need of an increase in electric power, the control event serving to assist in providing frequency stability to the electrical grid;

generate, prior to commencement of the control event, power consumption behavior of the at least one device for a predetermined future time period based at least on the stored power consumption data, wherein the control event is expected to occur at some time during the predetermined future time period;

generate a power supply value (PSV) associated with each of the at least one device; and

determine, prior to commencement of the control event, projected energy consumption resulting from the control event based at least on the power consumption behavior of the at least one device and the PSV associated with the at least one device.

40. The system of claim 39, wherein the at least one processor is further operable to:

receive a control message from an Automatic Generation Control subsystem that is coupled to the electrical grid, the control message requesting a decrease in electrical energy supplied to the electrical grid and indicating a time for commencing the control event.

41. The system of claim 40, wherein the at least one processor is further operable to:

initiate the control event at the indicated time by sending at least one power control message to at least one client device located at the one or more service points, the at least one power control message instructing the at least one client device to cause power to be supplied to the at least one device.

42. The system of claim 41, further comprising:

an Automatic Generation Control subsystem operable to monitor a frequency of electric power supplied by the electrical grid and communicate a control message to the at least one processor when the frequency has increased above a threshold frequency, the control message indicating a time for commencing the control event.

43. The system of claim 42, wherein the control message requests a decrease in electrical energy supplied to the electrical grid.

44. The system of claim 43, wherein the at least one processor is further operable to:

determine, prior to commencement of the control event, whether the projected energy consumption is sufficient to meet the requested predetermined decrease in electrical energy supplied to the electrical grid.

45. The system of claim 39, further comprising:

a Primary Frequency Response subsystem operable to monitor a frequency of electric power outputted from the electrical grid and to communicate a control message to the at least one processor when the frequency of electric power deviates above a predetermined frequency by more than a predetermined amount, the control message indicating a time for commencing the control event.

46. The system of claim 45, wherein the Primary Frequency Response subsystem includes at least one rapid response load device that begins accepting electrical power within a predetermined time of activation by the at least one processor necessary to effect the desired grid stability response.

47. The system of claim 45, wherein the at least one device includes at least one energy storage device that stores electrical energy received from the electrical grid.

48. The system of claim 47, wherein the at least one energy storage device includes at least one electric vehicle.

49. The system of claim 39, wherein the at least one device includes at least one air compressor operable generate compressed air for use in generating electrical power during periods of peak demand.

50. A virtual utility system operable to assist in regulating frequency of electric power supplied by a power-generating utility and/or any market participant associated with an electric power grid during an over-generation condition, the virtual utility system comprising:

an electronic repository; and

at least one processor coupled to the repository, the at least one processor operable to;

determine amounts of electric power consumed by at least one device during at least one period of time to produce power consumption data, the at least one device being located remotely from the at least one processor;

store the power consumption data in the repository;

receive at least one control message from the power-generating utility or any market participant associated with the electric power grid, the at least one control message requesting a decrease in electrical energy supplied by the power-generating utility to an electrical grid;

responsive to the at least one control message, determining that a control event will occur, wherein a supply of electric power is to be increased to the at least one device, for providing grid stability to electric power supplied by the power-generating utility and/or any market participant associated with the electric power grid;

determining, prior to commencement of the control event, power consumption behavior and/or a power supply value (PSV) associated with the at least one device for a predetermined future time period based at least on the stored power consumption data, wherein the control event is expected to occur at some time during the predetermined future time period;

determine, prior to commencement of the control event, projected energy consumption resulting from the control event based at least on the power consumption behavior of the at least one device and the PSV associated with the at least one device;

determine, prior to commencement of the control event, whether the projected energy consumption is sufficient to meet the decrease in electrical energy requested by the power-generating utility and/or any market participant associated with the electric power grid; and

manage delivery of electric power to the at least one device during the control event to provide grid stability.

51. The virtual utility system of claim 50, wherein grid stability includes frequency stability.

52. The virtual utility system of claim 50, wherein the at least one processor is further operable to:

receive the at least one control message from an Automatic Generation Control subsystem of the power-generating utility, wherein the at least one control message further indicates a time for commencing the control event.
