1. An access control manager for allocating access to a wireless network, the access control manager comprising:

  • memory storing computer-executable instructions for allocating access to the wireless network; and

    a processor functionally coupled to the memory, the processor being responsive to the computer-executable instructions that, when executed by the processor, cause the processor to;

    receive a first request for transmission of a first communication over the wireless network and a first priority associated with the first communication,determine that access to the wireless network at the first priority is available;

    in response to determining that access to the wireless network at the first priority is available, provide authorization to transmit the first communication, after providing authorization to transmit the first communication,determine that access to the wireless network at the first priority is unavailable, determine that access to the wireless network at the first priority has been unavailable for an amount of time, andin response to determining that access to the wireless network at the first priority has been unavailable for the amount of time, provide a warning message that access to the wireless network at the first priority is unavailable.
