- generating a classification, the classification representing at least one potential susceptibility;
assigning a channel resource reuse-factor to each of the one or more classes of the classification; and
allocating communication channel resources to the plural cells or cell sections, wherein the allocation in at least one class of the classification is provided according to the classification depending on distribution statistics.
