a control unit configured to control the social infrastructure based on control data transmitted from the upper layer control system or the event information, whereinthe upper layer control system comprising;
a data processing unit configured to generate, based on the event information, the control data used to control the social infrastructure; and
a transmission unit configured to transmit, via the communication line, the control data to the control unit.

Sensor detects event concerning social infrastructure and outputs event information. Uploader uploads event information to upper layer system via communication line. Controller controls social infrastructure based on control data transmitted from upper layer system or event information. Upper layer system includes processor and transmitter. Processor generates control data used to control social infrastructure based on event information. Transmitter transmits control data to controller via communication line.
