- a V2V transmitter configured to operate in a transmitting vehicle;
wherein the V2V transmitter is configured to accept as input subject vehicle position and subject vehicle heading;
wherein the V2V transmitter broadcasts V2V messages comprising;
(i) the subject vehicle position;
(ii) the subject vehicle heading;
(iii) subject vehicle speed.a signal timing store in non-transitory memory comprising signal timing records wherein each signal timing record comprises;
(i) a location of a signal;
(ii) a cycle time of the signal;
(iii) a phase sequence for the signal.

Device, system and method, in a vehicle communication system, of providing guidance, route and safety information to a driver. Embodiments use the observation and storage of signal light timing information to make recommendations. Embodiments include computation of future times of signal light changes. Embodiments use information relating to the number of vehicles, location of vehicles, and speed of vehicles in a plurality of lanes approaching a signal to recommend lane changes to a driver. Embodiments include receiving timing information wirelessly about signal timing. Embodiments include using historical information to compute a risk value for a location and then generating a recommendation to a driver responsive to that risk value. Embodiments include using speed of travel on route options to compute an expected travel time, and then generating a recommendation to a driver responsive to those computed travel times.

14. A method of making route recommendations comprising:

recording risk values for a plurality of locations; recording speed of traffic for a plurality of locations; computing aggregate risks for both first route and a second route using the recorded risk values for locations along the two routes; computing expected travel time for the first route and second route using the recorded speed of traffic for locations along the two routes; generating a route recommendation responsive to both the computed aggregate risks and the expected travel time.

15. A vehicle-to-vehicle transceiver comprising:

a risk values data store in non-transitory memory comprising risk values for a plurality of locations; a traffic performance data store in non-transitory memory comprising the speed of traffic for a plurality of locations; a computation module; a driver interface module; wherein the computation module computes aggregate risks for both a first route and a second route using recorded risk values from the risk values data store for locations along the two routes; wherein the computation module computes expected travel time for the first route and second route using recorded speed of traffic from the traffic performance data store for locations along the two routes; wherein the driver interface module provides a route recommendation responsive to both the computed aggregate risks and the computed expected travel time.
