1. A method for providing user discounts comprising the steps of:
- a first entity purchasing a large number of payment instruments from at least one second entity at a discounted rate;
said first entity registers users that agree to commit to a set of rules determined by said first entity;
said first entity allocating said payment instruments among said registered users by determining their need at a time and point of sale;
said users redeeming said payment instruments to complete their purchases.

Abstract
A method of managing a system for providing a discount is disclosed. The system includes obtaining payment instruments at a discount to their face value from a number of merchants and providing the user with a product to utilize these payment instruments. At the time the user purchases goods and/or services and in response to the user actions, the user account is associated with payment instruments to cover at least a portion of the total amount of purchase. The user is charged for the provided payment instruments and then can redeem them for at least a portion of the total amount of purchase. If a balance remains, the user is informed about it. A communication is sent to the user about the details of transaction.
