23. A gateway apparatus connected to an external network, wherein when setting a tunnel between the gateway apparatus and a mobility providing apparatus that performs data transfer between the mobility providing apparatus and the gateway apparatus,
the gateway apparatus sets an aggregated tunnel that makes the tunnels common among a plurality of terminals grouped, based on subscriber information of at least one of the plurality of terminals grouped, and aggregates addresses for the plurality of terminals being able to be accommodated in the same tunnel to be allocated as an address band, and the gateway apparatus forwards a packet addressed to each of the plurality of terminals to the aggregated tunnel.

24. A mobility providing apparatus that performs data transfer with a gateway apparatus connected to an external network, wherein when setting a tunnel between the mobility providing apparatus and the gateway apparatus, the mobility providing apparatus sets an aggregated tunnel that makes the tunnels common among a plurality of terminals grouped, based on subscriber information of at least one of the plurality of terminals grouped, and
the mobility providing apparatus dispenses an address for each terminal from the address band for the grouped terminals dispensed by the gateway apparatus, determines to which terminal a packet forwarded to the mobility providing apparatus from the gateway apparatus through the aggregated tunnel is addressed, and forwards the packet to the addressed terminal.

25. A subscriber management apparatus, wherein when setting a tunnel between a gateway apparatus connected to an external network and a mobility providing apparatus that performs data transfer with the gateway apparatus, the subscriber management apparatus sets an aggregated tunnel that makes the tunnels common among a plurality of terminals grouped, based on subscriber information of at least one of the plurality of terminals grouped,
the subscriber management apparatus dispenses an address for each terminal from an address band for the plurality of terminals dispensed by the gateway apparatus; - and
the subscriber management apparatus prohibits simultaneous communications by the terminals in the group and performs terminal grouping for each terminal under control of a radio aggregating apparatus. - View Dependent Claims (26, 27, 28)
