First Claim
1. A method for providing a reactive coating having biocidal and chemical decontamination properties to a surface of an article, comprising the steps of:
- a. applying a hygroscopic polymer to the surface of the article;
b. processing the polymer to form a film; and
c. exposing the film to a charge of liquid or vaporized oxidant comprising hydrogen peroxide, chlorine, peracetic acid, iodine, or mixtures thereof, for a time sufficient to allow the oxidant to react with or absorb onto the film.

Abstract
Reactive compositions are provided, having biocidal and chemical decontamination/neutralization properties, comprising a hygroscopic polymer and an active, which are useful in a variety of commercial, healthcare and military applications and a wide variety of contaminants, including without limitation chemical and biological warfare agents. The reactive compositions are renewable or rechargeable after use by exposure to an additional application of the active and do not require removal, disposal or replacement of the originally applied composition. Methods for preparing and applying the reactive compositions are disclosed.

6. A method of providing a reactive coating having biocidal and chemical deactivation properties to the surface of an article, comprising the steps of:

a. providing a polymer present in an amount ranging from 1-99 wt. %, based upon the total weight of the reactive composition; b. mixing the polymer with an aqueous solution of hydrogen peroxide present in an amount ranging from 1-10 wt. %, based upon the total weight of the reactive composition; c. applying the polymer/hydrogen peroxide mixture to the surface of the article; and d. drying the mixture. - View Dependent Claims (7)

8. A rechargeable reactive composition having biocidal and chemical decontamination properties, comprising:

a. a polymer that is polyvinylpyrrolidone, low density polyethylene or mixtures thereof, present in an amount from about 1 to about 99 wt. %, based on the total weight of the reactive surface composition; and b. an active material comprising magnesium peroxide, calcium peroxide, hydrogen peroxide, chlorine, peracetic acid, iodine or mixtures thereof, present in an amount from about 1 to about 10 wt. %, based on the total weight of the reactive surface composition, wherein the properties of the surface may be renewed or recharged upon fouling, exhaustion or decay of the active by exposing the polymer to an additional dose of the active.

9. A reactive composition having biocidal and chemical decontamination properties, comprising:

a. a hygroscopic polymer comprising polyvinylpyrrolidone, low density polyethylene or mixtures thereof; and

15. A reactive composition having biocidal and chemical decontamination properties, consisting essentially of:

a. a hygroscopic polymer that is polyvinyl pyrrolidone having a molecular weight of 10K, 58K, 360K or 1300K, present in an amount of from about 1 to about 99 wt. %, based upon the total weight of the reactive composition; and b. an active that is hydrogen peroxide present in an amount of from about 1 to about 10 wt. %, based upon the total weight of the reactive composition.
