Abstract

The present invention is a radio parameter control system for deciding a radio parameter of radio cells, using radio terminal measurement information measured by a radio terminal, the radio parameter control system comprising: radio terminal movement judgment means configured to judge whether largeness of movement of the radio terminal is within a predetermined range; and radio parameter decision means configured to distinguish between the radio terminal measurement information reported by the radio terminal of which largeness of the movement is within the predetermined range and the radio terminal measurement information reported by the radio terminal of which largeness of the movement is beyond the predetermined range, and decide the radio parameter of the radio cells.

Claims

1. A radio parameter control system for deciding a radio parameter of radio cells, using radio terminal measurement information measured by a radio terminal, the radio parameter control system comprising:

radio terminal movement judgment means configured to judge whether largeness of movement of the radio terminal is within a predetermined range; and

radio parameter decision means configured to distinguish between the radio terminal measurement information reported by the radio terminal of which largeness of the movement is within the predetermined range and the radio terminal measurement information reported by the radio terminal of which largeness of the movement is beyond the predetermined range, and decide the radio parameter of the radio cells.

19. A radio parameter control apparatus for deciding a radio parameter of radio cells, using radio terminal measurement information measured by a radio terminal, the radio parameter control apparatus comprising:

radio parameter decision means configured to distinguish between the radio terminal measurement information reported by the radio terminal of which largeness of movement is within a predetermined range and the radio terminal measurement information reported by the radio terminal of which largeness of movement is beyond the predetermined range, and decide the radio parameter of the radio cells.

The radio parameter control apparatus according to claim 19, wherein the radio parameter decision means emphasizes either the radio terminal measurement information reported by the radio terminal of which largeness of the movement is within the predetermined range, or the radio terminal measurement information reported by the radio terminal of which largeness of the movement is beyond the predetermined range, and decides the radio parameter of the radio cells.

The radio parameter control apparatus according to claim 20, wherein the radio parameter decision means puts weight on either the radio terminal measurement information to be emphasized, or the radio terminal measurement information not to be emphasized, and decides the radio parameter of the radio cells.

22. The radio parameter control apparatus according to claim 20, wherein the radio parameter decision means decides the radio parameter of the radio cells, using only the radio terminal measurement information to be emphasized.

The radio parameter control apparatus according to claim 20, wherein the radio parameter decision means changes either a number of reports of the radio terminal measurement information to be emphasized, or a number of reports of the radio terminal measurement information not to be emphasized so as to increase a ratio of the number of reports of the radio terminal measurement information to be emphasized to the number of reports of the radio terminal measurement information not to be emphasized, and decides the radio parameter of the radio cells.

The radio parameter control apparatus according to claim 20, wherein the radio parameter decision means evaluates communication quality of the radio terminal measurement information to be emphasized with greater weight than the radio terminal measurement information not to be emphasized, upon deciding the radio parameter by evaluating the communication quality per the radio terminal measurement information.

The radio parameter control apparatus according to claim 19, wherein the radio parameter decision means, when it is preliminary set as to which of the radio terminal measurement information reported by the radio terminal of which largeness of the movement is within the predetermined range and the radio terminal measurement information reported by the radio terminal of which largeness of the movement is beyond the predetermined range is emphasized and when a number of reports of the radio terminal measurement information to be emphasized is greater than a number of reports of the radio terminal measurement information not to be emphasized at more than a predetermined ratio, distinguishes between the radio terminal measurement information reported by the radio terminal of which largeness of the movement is within the predetermined range and the radio terminal measurement information reported by the radio terminal of which largeness of the movement is beyond the predetermined range, and decides the radio parameter of the radio cells.

26. The radio parameter control apparatus according to claim 19, wherein the radio parameter decision means averages the radio terminal measurement information per the radio terminal according to largeness of the movement, and decides the radio parameter of the radio cells.

27. The radio parameter control apparatus according to claim 19, further comprising radio terminal movement judgment means configured to judge whether largeness of the movement of the radio terminal is within the predetermined range.

28. The radio parameter control apparatus according to claim 27, wherein the radio terminal measurement information includes radio quality information of the radio cells detected by the radio terminal.

29. The radio parameter control apparatus according to claim 28, wherein the radio quality information includes at least any of received power, received quality, a signal to interference plus noise power ratio and throughput.

30. The radio parameter control apparatus according to claim 28, wherein the radio terminal movement judgment means judges whether largeness of the movement of the radio terminal is within the predetermined range based on the radio quality information.

The radio parameter control apparatus according to claim 28, wherein the radio terminal movement judgment means judges that largeness of the movement of the radio terminal is within the predetermined range when a fluctuation range of radio quality of the radio cell connected to the radio terminal is smaller than a predetermined threshold value.

The radio parameter control apparatus according to claim 28, wherein the radio terminal movement judgment means uses the radio quality of the radio cell connected to the radio terminal and the radio quality of the radio cell set in an area different from the radio cell connected to the radio terminal, and judges that largeness of the movement of the radio terminal is within the predetermined range when a fluctuation range of both the radio qualities within a predetermined period is smaller than a predetermined threshold value.

The radio parameter control apparatus according to claim 27, wherein the radio terminal movement judgment means judges whether largeness of the movement of the radio terminal is within the predetermined range based on movement state information about a movement state of the radio terminal, which is obtained by the radio terminal.

34. The radio parameter control apparatus according to claim 33, wherein the movement state information includes at least any of Doppler frequency, a movement speed of the radio terminal, and location information of the radio terminal.

35. A radio base station for deciding a radio parameter of radio cells, using radio terminal measurement information measured by a radio terminal, the radio base station comprising:

radio parameter decision means configured to distinguish between the radio terminal measurement information reported by the radio terminal of which largeness of movement is within a predetermined range and the radio terminal measurement information reported by the radio terminal of which largeness of movement is beyond the predetermined range, and decide the radio parameter of the radio cells.

37. A radio terminal for deciding a radio parameter of radio cells, using radio terminal measurement information measured by the radio terminal, the radio terminal comprising:

a movement state information obtainment unit configured to obtain movement state information about a movement state of the radio terminal; and

transmission means configured to include the movement state information in the radio terminal measurement information to transmit to the radio base station.

38. A radio terminal for deciding a radio parameter of radio cells, using radio terminal measurement information measured by the radio terminal, the radio terminal comprising:

radio terminal movement judgment means configured to judge whether largeness of movement of the radio terminal is within a predetermined range; and

transmission means configured to transmit the radio terminal measurement information to the radio base station either when largeness of the movement is within the predetermined range, or when largeness of the movement is beyond the predetermined range.

39. A radio parameter control method for deciding a radio parameter of radio cells, using radio terminal measurement information measured by a radio terminal, the method comprising:

judging whether largeness of movement of the radio terminal is within a predetermined range; and

distinguishing between the radio terminal measurement information reported by the radio terminal of which largeness of the movement is within the predetermined range and the radio terminal measurement information reported by the radio terminal of which largeness of the movement is beyond the predetermined range, and deciding the radio parameter of the radio cells.
