Abstract

Techniques to support emergency voice-over-Internet Protocol (VoIP) calls are described. The techniques may be used for various 3GPP and 3GPP2 networks, various location architectures, and various types of User Equipment (UE). A UE communicates with a visited network to send a request to establish an emergency VoIP call. The UE interacts with a location server instructed by the visited network to obtain a first position estimate for the UE. The UE performs call setup via the visited network to establish the emergency VoIP call with a PSAP, which may be selected based on the first position estimate. The UE may thereafter perform positioning with the location server to obtain an updated position estimate for the UE, e.g., if requested by the PSAP.

Claims

1. A method for establishing a packet-based emergency call by a user equipment (UE), comprising:

receiving an indication of an emergency call;

performing network attach with a radio access network (RAN) for packet-based access with an indication that the packet-based access is for emergency services; and

establishing a packet-based call, using the packet-based access, to perform the emergency call.

2. The method of claim 1, wherein the RAN comprises an Evolved Universal Terrestrial Radio Access Network (E-UTRAN).

3. The method of claim 1, wherein performing the network attach comprises performing a General Packet Radio Service (GPRS) attach.

4. The method of claim 1, wherein the packet-based call is established without authentication of the UE.

5. A user equipment (UE) for establishing a packet-based emergency call, comprising:

at least one processor configured to receive indication of an emergency call, perform network attach with a radio access network (RAN) for packet-based access with an indication the packet-based access is for emergency services, and establish a packet-based call, using the packet-based access, to perform the emergency call; and

a memory coupled with the at least one processor.

. The UE of claim 5, wherein the RAN comprises an Evolved Universal Terrestrial Radio Access Network (E-UTRAN).

7. The UE of claim 5, wherein the network attach comprises a General Packet Radio Service (GPRS) attach.

8. The UE of claim 5, wherein the packet-based call is established without authentication of the UE.

9. A user equipment (UE) for establishing a packet-based emergency call, comprising:

means for receiving indication of an emergency call;

means for performing network attach with a radio access network (RAN) for packet-based access with an indication the packet-based access is for emergency services; and

means for establishing a packet-based call, using the packet-based access, to perform the emergency call.

10. The UE of claim 9, wherein the RAN comprises an Evolved Universal Terrestrial Radio Access Network (E-UTRAN).

11. The UE of claim 9, wherein the means for performing the network attach comprises means for performing a General Packet Radio Service (GPRS) attach.

12. The UE of claim 9, wherein the packet-based call is established without authentication of the UE.

13. A non-transient, computer-readable medium, having instructions, stored thereon, for establishing a wireless, packet-based emergency call by a user equipment (UE), comprising instructions to:

receive indication of an emergency call;

perform network attach with a radio access network (RAN) for packet-based access with an indication the packet-based access is for emergency services; and

establish a packet-based call, using the packet-based access, to perform the emergency call.

14. The computer-readable medium of claim 13, wherein the RAN comprises an Evolved Universal Terrestrial Radio Access Network (E-UTRAN).

15. The computer-readable medium of claim 13, wherein the instructions to perform the network attach comprise instructions to perform a General Packet Radio Service (GPRS) attach.

16. The computer-readable medium of claim 13, wherein the packet-based call is established without authentication of the UE.
