A non-transitory machine-readable medium for use in an identification collector unit of an incident management system for managing emergency responders arriving at a scene of an incident, the identification collector unit including a processor and a communication interface under control of the processor, said machine-readable medium being encoded with instructions that, when executed by the processor, cause the processor to execute the steps comprising:
- controlling the communication interface so as to collect identification information from a plurality of cell-enabled devices as responders report to the scene of the incident; and
in response to the identification information, accessing qualification information for each responder that identifies the qualifications of the responder associated therewith,whereby reporting responders are at least one of (a) allowed access to the incident scene and (b) assigned tasks based upon their qualifications.

Abstract
An incident management system includes some form of portable machine-readable data and a collector unit and optionally a manager unit for receiving the machine-readable data where one or all of the portable machine-readable data, the collector unit or the manager unit is provided in the form of a cell-enabled device. The portable machine-readable data may include identification information of a person or a resource/asset. By providing the portable machine-readable data in the form of cell-enabled devices each having a GPS unit, the location of the responders to the incident may be tracked in real time.

22. A method of managing emergency responders arriving at a scene of an incident, comprising:
