Abstract

A community emergency request communication system (CERCS) that provides a person in crisis with ability to send an emergency alert. A primary responder(s) and/or secondary responder(s) receive the alert and can provide aid to the person in crisis. The alerts are sent from a communication device such as a smart phone or cell phone through a server. The responder(s) receive the alert on a communication device and replies through the server. Additionally, personal contacts of the person in crisis can also be notified of the emergency. The system collects and stores relevant event feedback, performance and skill ratings of the responders and the persons in crisis in the system, as well as incident information. The system provides an individual and a community with an additional and/or alternative emergency response capability, which may provide faster or more reliable emergency response than other conventional emergency response methods under some circumstances.

Claims

1. A community emergency request communication system (CERCS) comprising a communication means utilized by a person in crisis to request, via an electronic communication device, help in relieving a crisis, wherein the request is routed through a server running proprietary software to a group of responders, wherein if a positive response is provided by said responder, the response is routed through said server to the person in crisis.

2. The CERCS as specified in claim 1 wherein said electronic communication device is selected from the group consisting of a cell phone, a smart phone, a tablet computer, a desktop computer, a laptop computer and a dedicated alarm device.

3. The CERCS as specified in claim 1 wherein electronic communication device having means for:

a) displaying a map showing the location of the person in crisis.

b) displaying the identity of a responder(s) and the distance from the person in crisis,

c) identifying the type of emergency,

d) displaying the relevant system feedback racing information on the person in crisis, and

e) displaying the relevant system feedback rating information on the responder(s).

4. The CERCS as specified in claim 1 wherein said communication means having a direct communication link between said primary and secondary responders and said person in crisis.

5. The CERCS as specified in claim 1 wherein said server is comprised of a web server.

6. The CERCS as specified in claim 1 wherein said at least one primary responder is selected from the group consisting of a fireman, a policeman, a paramedic, a doctor, a nurse, a federal official, and a state official.

7. The CERCS as specified in claim 1 wherein said at least one secondary responder is comprised of a volunteer individual who is capable and willing to render assistance.

8. The CERCS as specified in claim 1 wherein said server notifies primary and secondary responders at increasing distances communicating from the location of the person in crisis until a reasonable number of responders have received the request for assistance.

9. A community emergency request communication system (CERCS) comprising:

a) a communication means utilized by a person in crisis, wherein said communication means having a list of personal contact information of the person in crisis,

b) a server running proprietary software that is applied the personal contact information and that produces an output,

c) a list of personal contacts that are applied the personnel contact information, wherein at least one person on the list of personnel contacts is provided with a link to access said server,

d) at least one primary responder that is connected to the output of said server, and

e) at least one secondary responder that is connected to the output of said server, wherein said at least one primary responder sends information back to said server disclosing said responder'"'"'s ability to render assistance and other pertinent information, wherein said at least one secondary responder sends information to said server disclosing said responders ability to render assistance and other pertinent information, wherein said server sends the information received from said first responder and said secondary responder to said person in crisis.

10. The CERCS as specified in claim 9 wherein said communication means is comprised of a wireless device.

11. The CERCS as specified in claim 10 wherein said wireless device is selected from the group consisting of a cell phone, a smart phone, a tablet computer, a desktop computer, a laptop computer and a dedicated alarm device.

12. The CERCs as specified in claim 11 wherein said smart phone having means for displaying a map showing the location of the person in crisis.

13. The CERCS as specified in claim 12 wherein said smart phone having means for displaying the identity of a responder(s) and the distance from the person in crisis.

14. The CERCS as specified in claim 11 wherein said smart phone having means for identifying the type of emergency.

15. The CERCS as specified in claim 11 wherein said dedicated alarm device comprises a global positioning system (GPS), hardware and software.

16. The CERCS as specified in claim 9 wherein said at least one primary responder is selected from the group consisting of a fireman, a policeman, a paramedic, a doctor, a nurse, a federal official and a state official.

17. The CERCS as specified in claim 9 wherein said at least one secondary responder is comprised of a volunteer individual who is capable and is willing to render assistance.

The CERCS as specified in claim 9 wherein the information disclosing the crisis that said server sends to said at least one primary responder and at least one secondary responder is comprised of information detailing the type of crisis, the condition of the person in crisis and the location of the person in crisis.

19. The CERCS as specified in claim 9 wherein said at least one responder that receives the crisis data is selectively chosen by the type of crisis.

20. The CERCS as specified in claim 9 wherein said system can be placed into a test and training mode for practice without an actual emergency.
