(e) cluster a given geographical area into two or more candidate LTZs each covering a sub-portion of the given geographical area; (f) grade the candidate LTZs; (g) cluster the sub-portions covered by the candidate LTZs for which the grade is below a threshold; and (h) repeat steps (b) and (c) until all the grades of the candidate LTZs are above the threshold. - View Dependent Claims (10, 11, 12)
