Abstract

There is provided an automated parking payment control system adapted to receive a parking notification comprising vehicle identification information and vehicle location, to determine a parking zone of the vehicle based on the vehicle location, to determine a parking tariff based on the parking zone, to determine whether the parking tariff is paid and to issue a fine in association with the vehicle if the parking tariff is determined to be unpaid. The parking notification is generated automatically without human interaction using a vehicle parking management device connected to the vehicle.

Claims

1. A parking payment control system adapted to receive a parking notification comprising vehicle identification information and vehicle location, to determine a parking zone of the vehicle based on the vehicle location, to determine a parking tariff based on the parking zone, to determine whether the parking tariff is paid, and to issue a fine in association with the vehicle if the parking tariff is determined unpaid.

2. The parking payment control system as claimed in claim 1 comprising:

a communication unit adapted to be connected to a data network for receiving the parking notification comprising the vehicle location and vehicle identification information;

a parking zones database storing data enabling to map the vehicle location to the corresponding parking zone, the parking zone having associated therewith the parking tariff;

a parking zone determination unit adapted to be connected to the parking zones database and to the communication unit for receiving the vehicle location and for determining the corresponding parking zone of the vehicle based on the vehicle location;

a payment monitoring unit adapted to be connected to the parking zone determination unit and to a parking payment database for verifying if the parking tariff is paid; and

a fine issuance unit adapted to be connected to the payment monitoring unit for issuing a fine in association with the vehicle if the parking tariff is not paid.

3. The parking payment control system as claimed in claim 2 further comprising a fine notification module connected to the fine issuance unit and the communication unit for generating and transmitting an electronic fine notification.

The parking payment control system as claimed in claim 3 wherein the vehicle identification information comprises a SIM chip identifier, wherein the fine notification unit is adapted to transmit the electronic fine notification to a SIM module/chip associated with the vehicle using the SIM chip identifier.

5. The parking payment control system as claimed in claim 3 wherein the parking notification further comprises contact information, wherein the electronic fine notification is transmitted using the contact information.

6. The parking payment control system as claimed in claim 4, wherein the contact information comprises at least one of an email address and a mobile device identifier.

The parking payment control system as claimed in claim 6 further comprising a contact information database storing contact information associated with the vehicle, wherein the fine notification unit is connected to the contact information database for retrieving and using the contract information for transmitting the electronic fine notification.

8. The parking payment control system as claimed in claim 3 wherein the parking zone determination unit, the payment monitoring unit, the fine issuance unit and the fine notification unit comprise at least one microprocessor.

9. The parking payment control system as claimed in claim 8 wherein the units and databases are part of a parking payment control server.

10. The parking payment control system as claimed in claim 1 wherein the parking notification further comprises financial information for enabling the payment of the parking tariff.

The parking payment control system as claimed in claim 1 further comprising a financial database comprising data mapping the vehicle identification information to related financial information, wherein the fine issuance unit is adapted to be connected to the financial database for retrieving the financial information based on the vehicle identification for enabling payment of the fine.

12. The parking payment control system as claimed in claim 2 wherein the communication unit comprises a satellite receiver and the data network comprises a satellite network.

13. The parking payment control system as claimed in claim 1 wherein the vehicle has a plate number and the vehicle information comprises the vehicle plate number.

14. The parking payment control system as claimed in claim 1 wherein the vehicle location comprises GPS coordinates.

15. The parking payment control system as claimed in claim 14, the system further comprising:

a GPS benchmark device located at a benchmark point within the parking zone, the benchmark point having a priori known benchmark GPS location, the system being further adapted for receiving a real time GPS location from the GPS benchmark device at the time of determining the parking zone, for determining a deviation value between the benchmark GPS location and the real time GPS location, and for correcting the GPS location of the vehicle based on the determined deviation value.

16. The parking payment control system as claimed in claim 15 wherein the system is further adapted to validate and correct the parking zone and the parking tariff based on the corrected GPS location of the vehicle.

17. The parking payment control system as claimed in claim 16, wherein the system is adapted to communicate with a user associated with the vehicle for transmitting thereto an electronic fine.

18. The parking payment control system as claimed in claim 17, wherein the parking notification is transmitted to the system using a vehicle parking management device connected to the vehicle.

19. The parking payment control system as claimed in claim 18, wherein the vehicle parking management device is an automated device adapted to operate without human interaction.

20. The parking payment control system as claimed in claim 19, wherein the system is adapted to transmit the electronic fine to the vehicle parking management device for communication to the user using a user interface at said vehicle parking management device.
