Systems, methods, and devices are disclosed for managing possible mergers between neighbor-aware or social Wi-Fi network clusters in a wireless network. In one aspect, a method includes identifying, at a device of a group supported by a first wireless network cluster, a neighboring wireless network cluster. The method further includes joining the neighboring wireless network cluster while remaining in the first wireless network cluster. The method further includes determining whether to stay with either the neighboring wireless network cluster or the first wireless network cluster based on information from the neighboring wireless network cluster or the first wireless network cluster.
