1. A method comprising:
- forming a beam pattern comprising a set of beams of an antenna of a satellite in a footprint of the satellite, each beam having a first median and a second median, each beam being narrow along its first median and wide along its second median, wherein the first medians are substantially collinear with each other and the second medians are substantially oriented east to west; and
reducing power to a subset of the set of beams, wherein each beam in the subset is reduced at or below a corresponding power level such that when a beam is powered above its corresponding power level an equivalent power flux-density (EPFD) exceeds a specified limit at some point on the Earth'"'"'s surface.

For a satellite, power is reduced or turned off for a subset of the set of beams, wherein each beam in the subset is reduced at or below a corresponding power level such that when a beam is powered above its corresponding power level an equivalent power flux-density (EPFD) exceeds a limit at some point on the Earth'"'"'s surface.
