1. A method by a terminal, comprising:
- identifying at least one logical channel for an uplink transmission, based on a first time duration for each logical channel and a second time duration for uplink resources;
allocating the uplink resources to the identified at least one logical channel based on a predetermined order of priority; and
transmitting data on the uplink resources, the data being generated from the at least one logical channel based on the allocation of the uplink resources.
