allocating a RU of the RUs to the determined station based on a user parameter equal to a lesser of the resource value or a value of a RU limit of the determined station.

6. A non-transitory machine readable storage medium having stored thereon machine readable instructions to cause a computer processor to perform a first iteration of a resource allocation of a first protocol data unit (PDU), the instructions to:
