- determining a failure corresponding to a packet;
setting, in response to determining the failure, Bandwidth Reports (BWRs) subsequent to the failure to zero;
determining that the packet has been successfully retransmitted; and
providing, by an eNB, a BWR indicating grants sufficient to cover all received packets queued since determining the failure plus packets that are expected to egress the eNB a predetermined amount of time in the future.
