An operation method of a base station in a mobile communication system includes generating a first synchronization signal/physical broadcast channel (SS/PBCH) block including information indicating whether the first SS/PBCH block is used for initial access of the terminal; and transmitting the generated SS/PBCH block in a first bandwidth part (BP).
