1. A locking device for retaining a protruding staple with an aperture therein, said locking device comprising:

  • a. a solid steel housing having a top and bottom surface and an outer wall extending therebetween;

    b. a channel formed into one of said surfaces extending partially through said housing and adapted to receive said protruding staple in a close fitting relationship;

    c. a passageway in said housing extending transverse to said channel from said wall enclosure to a point past said channel;

    d. a key controlled lock having a longitudinal shaft with a retaining means at the interior end thereof, said shaft being rotatably positioned with respect to said passageway; and

    e. holding means on said housing for preventing said lock from removal from said passageway wherein, when said housing is placed over said protruding staple portions said longitudinal shaft is situated within said aperture and under control of said key is rotatable with respect to said passageway such that said retaining means secures said locking device within said protruding staple portion.
