A thermoplastic synthetic resin composite sheet having a flameproofing insert layer and being capable of sealing roof constructions or the like, which consists of at least one upper layer of a thermoplastic synthetic resin, an insert comprising an inorganic flameproofing layer and at least one lower layer of a thermoplastic synthetic resin, the lateral edges of said at least one upper layer being sealed to the lateral edges of the at least one lower layer and the insert being surrounded by the upper and lower layers and the sealed lateral edges thereof.
